GENERAL OBJECTIVE

Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. 21 sections make-up the international movement and work in partnership around 5 operational centres.

The Spanish section of MSF was founded in 1986 in Barcelona. During the years it evolved in an Operational Centre with various Offices in Spain, Dakar, Nairobi and Amman. Portugal is a Branch office, based in Lisboa, with the responsibility of fundraising and recruiting people for OCBA and for the Movement. A Coordination position for MSF-Spain was created in 2003 under the umbrella of the General Directorate.

Today the Operational Centre Barcelona, Athens (OCBA) has 5 Operational cells in different locations (Barcelona, Nairobi, Dakar, Amman and soon in Bogota), and an Emergency Unit based in Barcelona. More recently, OCBA has created the OCBA Network, consciously evolving towards a network configuration with a growing number of MSF partners[1]. It is our ambition that this network includes relevant partners from beyond the MSF movement.

GENERAL OBJECTIVE AND POSITION IN THE ORGANIZATION

The successful candidate will be one of 2 Deputy General Directors (DGD), responsible for advising, accompanying, and assisting the General Director in carrying out the necessary activities to develop and achieve the goals of OCBA and the MSF-Spain Association. She/he will work in coordination with her/his peer in the General Directorate and she/he will be accountable to the General Director.

MAIN RESPONSIBILITIES AND TASKS

  • Ensure the adequate contribution and leadership of the General Direction on organizational processes and systems, including strategic orientations, planning and monitoring cycle (PMC), governance risk and compliance (GRC), while contributing, through active alliances within and outside MSF, to the development of a sound network.

  • The DGD2 is responsible for providing analysis and guidance on issues that fall under the general remit of the General Directorate as well as on those issues and projects that require GD input from other areas of OCBA. The DGD2 will have specific dossiers fully delegated including the necessary authority to ensure expected deliverables.

  • The DGD2 is a key member of the General Direction team and as such plays a critical role in strategic discussions regarding OCBA’s vision, internal and external positioning, development, institutional interests and challenges.

  • The DGD2 is a member of the Management Team and, as such, she/he is responsible for providing additional management, analytic and leadership capacity to the general Directorate.

  • The DGD2 represents OCBA in external and internal platforms related to the dossiers assigned. She/he will manage teams and people who are working in the specific dossiers assigned to her/him.

SPECIFIC RESPONSIBILITIES

The DGD2 will have specific strategic areas fully delegated to her/him; including the necessary authority to ensure expected deliverables.[2]

Organizational Processes

The DGD2 leads and oversees the Planning and Monitoring Cycle and the associated Budget and Resources Plan in OCBA and assures sound review and reporting on the compliance, achievements, shortcomings and proposing adjustments as necessary.

  • Developing and revising methodologies for a participative approach and define yearly calendar.

  • Coordinating with Departments in all different offices on planning, reporting and accountability matters.

The DGD2 leads the Strategic Plan process and its possible extensions.

  • Developing and revising methodologies for a participative approach and define appropriate process calendar.

  • Coordinating with Departments in all different offices.

  • Coordinating at intersectional level with peers on harmonized processes.

The DGD2 oversees other key organizational processes that may be launched.

Governance, Risk and Compliance

The DGD2 leads issues of governance in OCBA and offers a critical view to international conversations on the MSF Movement governance and growth matters.

  • Keeping him/herself informed on key discussions at movement level on MWWTB.[3]

  • The leadership on the risk dossier should be clearer. Ensures the General Director has real time relevant information on institutional risks and their management and coordinate with relevant actors.

  • Lead the Data Protection Office and Data Privacy area and oversees the GDPR implementation in line with priorities and strategic orientations.

  • Act as the DMA for Data Protection breaches.

  • Oversee the Fraud and Corruption area and focal point, making sure recommendations are shared and implemented.

  • Coordinate the development of other policies which are key for the development of our operations and are in line with compliance duties. (Whistleblowing Policy, Hospitality Policy, Penal Code compliance, finance payment process security, insurance mapping).

  • Leads in the definition of internal governance for a more participative and conducive working ambiance in support of our field workers.

  • Leads the registration process of MSF Portugal and any institutional entity under OCBA network that may be created.

Network

The DGD2 leads the continuous development of the OCBA Network defining areas of interactions and support to the social mission and to the global vision in the movement.

  • Promote and coordinate formal spaces of conversations and sparring with OCBA partners through GD Forum sessions and regular contacts.

  • Ensure the good functioning of OCBA offices around the world, and specifically Amman, Dakar and Nairobi for issues related to organization, governance and procedures.

  • Support the representative of Portugal Branch offices in the definition of strategy, follow up of planning and institutional matters.

  • Support MSF Lat and MSF EAS in their transition plan to become fiscally independent making the necessary links with other departments.

  • Act as a sparring body to GD in governance issues and networking models.

  • Map and share the mapping of operational support capacities of the OCBA partners and define collaborative paths.

  • Coordinate and oversees possible collaborations with other partners outside the MSF movement (Universities, Medical institutions, Innovation Hubs).

International Projects, TIC [4] and Innovation

DGD2 oversees the development of TIC and other innovative projects and participate actively in the governance body (Board, Steering Committees) of intersectional and international projects that are relevant and coherent with our strategic orientations, both as member of OCBA General Directorate and/or as representative of the OCs:

  • Support the TEMBO[5] Director and participate in TEMBO Board with a participative leadership.

  • Oversees the TIC Coordinator during the designing and development phases of incubation and large projects.

  • Coordinate with PMO (project Management office) on follow up of innovation projects and procedures proposed by field.

  • Liaise with MSF Innovation Units and TIC secretariat.

Ethics and Abuse

The DDG2 oversees and support the Ethics and Abuse Unit in the achievement of the objectives to reduce the number of cases of discrimination, harassment and abuse affecting our patients, communities, and our workers.

  • Support and spar with Ethics and Abuse lead in the development of policies and protocols.

  • Support the Ethics and Abuse lead in the analysis of trends and lessons learnt and in the transversal coordination for the implementation of an effective safeguarding strategy.

  • Inform and alert the GD on institutional risks related to misconducts of our staff to take necessary mitigation measures.

Projects&IT

The DGD2 ensures the necessary GD sponsorship and sparring to the Projects & IT Department including digitalization strategies, security of information and setting priority to new technological initiatives.

  • Guide strategically the P&IT Lead and guarantee investments are aligned with organizational priorities.

  • Follow closely security of information strategies and challenges, and make sure the General Director has timely information on specific risks and threats that may have affect our operations and people.

MSF-Spain

The DDG2 is the main interlocutors with the coordinator of MSF-Spain by accompanying him/her in the accomplishment for strategic bet and boosting understanding and alignment with OCBA departments.

Relationship with AGORA (Network associative Board)

The DDG2 is the first liner in the relationship of the executive and the associative Board.

  • Participate in the AGORA governance committee.

  • Liaise with OCBA president and propose themes of discussions in the Board and AGORA.

  • Coordinate agenda and methodologies for AGORA.

  • Liaising with Agora on annual planning reporting and accountability matters.

  • Liaising, organizing and coordinating with Agora and partners methodologies and process for the construction of the strategic plans.

Coordination of the MT

The DDG2 promotes collaborative and transversal working dynamics in the Management Team. Analyses, proposes methodologies, and define transversalities for the optimum collective knowledge management.

REPORTING LINES

  • Reports to: General Director.

  • Staff reporting to this post: Projects & IT lead, GRC Manager, TIC and Innovation Coordinator, Ethics & Abuse Lead, MSF- Spain Coordinator, MSF Portugal Representative, TEMBO director, other temporary positions to work on specific dossiers (strategic plan, Annual Plan reporting).

  • Other key working relationships: MT Directors of departments; President and AGORA, GDs of OCBA Network Partners, MSF International Deputy General Secretary.

  • Strong and clear communicator, capable of delivering messages appropriately to a variety of audiences, building a sense of passion and engagement.

  • Proficiency in another language, particularly French, Spanish or Arabic.

  • Able and willing to travel globally.

CONDITIONS

  • Location: any OCBA hub preferably outside Spain; Nairobi, Amman or Dakar.

  • Minimum of 3-year moral commitment.

  • Full time job.

  • Annual Gross Salary: level HQ-7A divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
