Deputy general coordinator in charge of programs (F/M) – Palestinian territories

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming.

In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at the Ministry of Health (MOH) and in primary healthcare centers (PHCCs).

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you are in charge of directly overseeing the implementation ofthe projects activities and ensuring the overall quality and guidance of the programs. You support the general coordinator in designing and rolling out the mission strategy.

Context analysis, needs assessment and strategic planning

  • Ensure a close monitoring of the humanitarian situation and coordinate ad-hoc needs assessment if necessary
  • Provide monthly updates of the humanitarian situation in the areas of intervention and alert if necessary to adjust the operational approach
  • Be proactive in suggesting new assessments and new programmatic developments to adjust program portfolio to existing needs
  • Develop the mission strategy based on prior needs analysis, actors mapping, gap analysis and understanding of MdM programmatic added value and mandate

Program coordination

  • Ensure a quality in program implementation, in line with MdM mandate and principles & inform the general coordinator of any specific difficulties and share propositions
  • Lead the development of the general strategy on MdM programming activities
  • Make sure the different components of the programs are consistent, perfectly integrated and in link with the population needs
  • Support the program team in the identification of partners (when needed) and development of healthy and complementary partnership in adequation with MdM values & principles
  • Monitor expenditure and budget compliance on a regular basis, report any concerns to the general coordinator and develop plans to mitigate any under or over expenditure
  • Ensure regular communications are maintained between the different departments involved in the programs and act as a mediator when necessary

Team Management

  • Be responsible for the recruitment of the team under her/his direct supervision
  • Carry out appraisals as per MdM standard requirements and procedures
  • Manage his/her team through : information, setting objectives, monitoring activities, etc.
  • Supervise the whole program team, ensure regular coordination, information sharing, develop a good team dynamic and take suitable action in case of problem
  • Ensure communication lines of the organizational chart and among the program team are respected

Monitoring and Reporting

  • Ensure, that all needed data of the programs are timely collected and analyzed
  • Carry out a quarterly review of programmatic achievement based on the monitoring framework and available indicators, and to set up corrective measures if needed
  • Ensure that a clear and solid M&E framework is in place at mission level, with regular surveys and a robust complaint & response mechanism
  • Contribute to the organization / realization of external evaluation when requested
  • Contribute to the elaboration of MdM monthly report
  • Participate in the writing of donor’s reports and proposals

Meetings, coordination and representation

  • Organise, on monthly basis, meetings with the technical program team and ensure action plans
  • Actively participate in MdM coordination meetings and other ad hoc meeting decided by the general coordinator
  • Make sure that MdM program team participates in the relevant coordination meetings
  • Participate and lead on external coordination meetings with other health actors and or partners
  • Develop constructive collaboration with authorities, such as the Ministry of Health
  • Support the general coordinator in case of donor field visits or meetings

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

Starting date: December 2023
Gross monthly salary: 3 362 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
At least 2 years of experience with a similar position
Program coordination profile, with an experience in coordination of health projects
Previous experience of project planning, budget holding, proposal and report writing
Multi-sectoral or multi-grants programming management
Experience/knowledge of the region is an asset
Knowledge and understanding of project management tools (Logical framework analysis, project cycle management, objectives and indicators etc.)
Analyse the context and the consequences of an intervention, assess the risks and constraints, and identify priorities
Manage and follow a budget
Strong leadership skills and a supportive management style (experience managing national and expatriate staff)
Ability to pro-actively build relations with other stakeholders
Strong commitment to Gender Equality in health service delivery
Good writing and communication skills
Languages: Fluency in English (oral and written), knowledge in French and/or Arabic is an asset
