MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM is active in North-East Nigeria since 2016. The program is implemented around the main following components: access to free quality primary health care, nutrition screening and treatment, GBV survivors’ treatment, MHPSS support.

MdM has its coordination office in Maiduguri, field offices in both Maiduguri City and Damboa, and a liaison office in Abuja. The team is composed of 5 expatriates and around 250 national staffs.

Currently the mission is shifting its logic of intervention towards a more sustainable, Nexus approach: ERT team doesn’t exist anymore and we are slowly shifting from substitution programming (MdM-run clinics) to the support to public health facilities in a bid to foster durable solutions.

At the same time, new crisis areas have arisen in North-West and Central Nigeria and 2 needs assessments have been conducted by MdM teams in Zamfara State in 2021, and we plan to conduct further assessments in Katsina and Benue states in 2023.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you guide and oversee MdM’s programmatic strategy in line with the organization’s strategic plan and country strategy. By supervising the technical unit (Nut, MHPSS, GBV), pharmacy coordinator, grants officer, MEAL advisor and advocacy advisor, you ensure the overall quality and technical guidance of its programming.

Your main responsibilities are:

Context analysis and assessment

  • Ensure a close monitoring of the humanitarian situation in the country
  • Develop the programmatic strategy
  • Be responsible for the overall supervision of the projects currently implemented and be proactive in suggesting new assessments
  • In case of deterioration of the humanitarian & epidemiological situation, coordinate the organization of ad-hoc needs assessment as well as the deployment of the MdM team for emergency response
  • Support in developing and rolling out the mission strategy and contribute to redacting and updating the country policy paper

Coordination of the MdM programs

  • Lead the development of the general strategy on MdM activities
  • Make sure the different components of the program are consistent and integrated, and in link with population needs
  • Ensure that the implementation of the program is in line with MdM commitments
  • Support the pharma team
  • Ensure accurate budget control and overall responsibility for financial management of the program
  • Ensure regular communications with all stakeholders
  • Develop an advocacy strategy in line with MdM West Africa regional strategy

Grant management

  • Ensure the identification of funding opportunities
  • Ensure the coherence between mission’s strategy and funding opportunities identified
  • Coordinate the writing of programmatic sections on donor proposals
  • Ensure the quality of program sections in donors’ reports and coordinate exchanges with HQ
  • Ensure regular and smooth communication with donor representatives
  • Support the regular update of donor mapping

Team management

  • Ensure the recruitment, integration and supervision of relevant team members and develop a positive management
  • Support team members professionally, monitor and support stress management
  • Pilot the nationalization process of key staffs and develop a culture of empowerment
  • Support the development of a training plan for the program team and build the program team capacity

Monitoring and evaluation

  • Ensure that SMART indicators are defined
  • Make sure that all needed data of the program are well collected and integrated in MdM monitoring tool
  • Ensure analysis of the data to inform our programs
  • Ensure that a clear and solid M&E framework is in place at mission level
  • Elaborate and lead lesson learnt workshops and capitalization exercises

Meetings, coordination, and representation

  • Organize coordination meetings with the program team and ensure definition of clear action plans
  • Make sure that MdM program team participates in relevant humanitarian coordination meetings
  • Proactively lead on external coordination with other health actors
  • Make sure that communities understand MdM intervention
  • Work in close collaboration with SMoH and other relevant local health authorities for smooth transition of MdM clinics to identified SMoH run public health facilities

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

Starting date: as soon as possible
Gross monthly salary: 3 362 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED:
Medical or public health (preferred), GBV, MHPSS and/or Nutrition background
At least 5 years of experience in humanitarian settings
Experience with an international NGO working in emergency contexts, managing programmes within the health sector
Previous experience of programmatic strategy design, project cycle management, budget holding, proposal and report writing
Previous experience in conducting exploration in volatile areas is an asset
Multi-grants and consortium portfolio management skills needed
Languages: English is mandatory and knowledge of country languages such as Hausa, Kanuri or French would be an asset
