MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In Lebanon, MdM has been implementing different programs aiming at strengthening the public health system, while focusing on mental health and psychosocial support. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of community-based mental healthcare services, opening and running community mental health centers. Activities are based in Beirut, Bekaa Valley and Tripoli.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you are in charge of directly overseeing the implementation ofthe projects activities and ensuring the overall quality and guidance of its programming. You support the general coordinator in designing and rolling out the mission strategy in the country.

Your main responsibilities are:

Strategic planning

  • Ensure a close monitoring of the humanitarian and epidemiological situations and provide monthly updates
  • Coordinate the organization of needs assessments
  • Participate in the development and rolling out of the mission strategy

Program coordination

  • Ensure quality program implementation, in line with MdM mandate and guiding principles
  • Make sure the different components of the programs are consistent, perfectly integrated and in link with population needs
  • Support the program team in the identification of partners
  • Monitor expenditure and budget compliance on a regular basis
  • Ensure regular communications are maintained between the different departments involved in the programs

Monitoring and reporting

  • Carry out a quarterly review of programmatic achievement based on the monitoring framework and available indicators
  • Ensure that a clear and solid M&E framework is in place at mission level, with regular surveys and a robust complaint and response mechanism
  • Contribute to the organization and realization of external evaluation when requested
  • Participate in the writing of donors activity reports and proposals

Team management

  • Supervise the program team: one medical coordinator, one MHPSS coordinator, one gender coordinator and one MEAL coordinator
  • Ensure information sharing and develop a good team dynamic
  • Pilot the nationalization process of key staffs and develop a culture of staff empowerment

Representation

  • Proactively lead on external coordination with other health actors
  • Develop constructive collaboration with authorities, such as Ministry of Health and the State Emergency Management Agency and ensure good information sharing
  • Support the general coordinator in case of donor field visits or meetings

CONDITIONS OF EMPLOYMENT:
Status : Employee

Contract : Fixed-term contract
Duration : 6 months
Starting date: April 2023
Gross monthly salary: 3 175 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Housing allowance
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED:
At least 2 years of experience with a similar position
Experience in coordination of health projects
Previous experience of project planning, budget holding, proposal and report writing
Experience in an international NGO
Experience/knowledge of the region is an asset
Languages: Fluent English (written and spoken) mandatory
