Deputy Executive Director for MSME Finance – Millennium Challenge Account-Indonesia II

Introduction and Background

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs). Along with implementing policy and institutional reforms, the proposed grant program will include three separate projects, in alignment with Indonesia’s own development priorities: • The $350 million Advancing Transport and Logistics Accessibility Services Project (ATLAS), which aims to improve transport planning and preparation in target provinces by preparing, structuring, procuring, and delivering support to sub-national governments.

• The $95 million Financial Markets Development Project (FMDP), which will address the root causes of underdeveloped project financing market and capital markets by building capacity for and mobilizing green finance and other blended finance mechanisms.

• The $136 million Access to Finance for Women-owned / Micro-, Small and Medium Enterprises (MSME) Finance Project, which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support.

The FMDP will focus on the national level while the ATLAS and MSME Finance Projects will be implemented at the sub-national level in the North Sulawesi, Riau, Riau Islands, Bali and South Sumatra provinces. The Government of Indonesia has established an Implementation Independent Agency, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

Position Objective

The Deputy Executive Director for the MSME Finance Project will assume a critical leadership role in the success of the MCA-Indonesia II and the MSME Finance Project. The Deputy Executive Director for MSME Finance (“DED for MSME Finance”) is accountable for the successful implementation of the project, from initiation through execution, building collaborative relationships with project stakeholders, contract management and oversight of project budgets. The DED for MSME Finance ensures the alignment of project execution with the overall objectives of the Compact and the judicious management of its resources, such that all project activities are aligned to the established strategies, frameworks, budgets, and resources defined by the Compact.

Tasks and Responsibilities

• Represent the MSME Finance Project as an integrated component of the MCA-Indonesia program to stakeholders (e.g., with national/sub-national government counterparts, civil society, project beneficiaries, etc.) ensuring that collaborative relationships are built and maintained to facilitate the delivery of the program.
• Plan, prepare, successfully implement, and ensure sustainability of the MSME Finance Project consistent with the objectives, budget, investment criteria, work plan and other requirements stipulated in the Compact and Government of Indonesia (GoI) policies, rules, and regulations.
• Recruit, direct, and supervise a team of technical specialists and consultants under the MSME Finance Project that will manage and support the primary activities, including both home office (Jakarta) and, if required, MCA field consultant staff in provincial offices; ensure a cohesive framework and joint workplan that integrates project technical and cross-cutting areas.
• Serve as the primary MCA representative for the MSME Finance Project with Government of Indonesia counterparts, civil society, financial service providers, capacity building service providers, strategic partners, project beneficiaries, community, donors, business associations, and private sector representatives, provincial and district multi-stakeholder forums, and MCA/Jakarta consultant staff. The DED for MSME Finance will serve as the main liaison between the MCA and the MSME ecosystem participants with whom the Compact seeks to partner, including off—takers, buyers and other MSME support organizations.
• Guide MSME Project Activity Leads (for the Gender-inclusive Value Chain Finance, Digital and Financial Literacy Enhancement, MSME Capacity Enhancement, and Augmenting Government Data on MSMEs Activities). Coordinate with the DED for Programs and crosscutting Leads for ensuring a transparent collaborative environment is established to facilitate cooperation, sharing of information, and shared accountability for the success of the MSME Finance Project.
• Provide strategic direction, routine operational oversight, and advice to advance the preparation, development, and implementation of the programs including project/program management coordination, quality assurance, and overall communications for the MSME Finance Project.
• Evaluate Compact requirements and determine the appropriateness/relevance of project designs and develop strategies, frameworks and joint workplan, allocate budgets and resources, to ensure the MCA’s ability to deliver.
• Ensure team provision of inputs as required for the Economic Analysis, Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities and requirements under the MCC guidelines.
• Oversee the development of project work plans and management plans with DED Programs and cross-cutting Leads (e.g., GSI Lead, ESP Lead, M&E Lead, etc.) and ensure compliance with Compact requirements through document review and approval and activity monitoring.
• Provide advice to the team provision of inputs and compliance with the MCA and projectlevel Social and Gender Integration Plan (SGIP).
• Collaborate closely with and seek technical inputs and advice of MCA gender and social inclusion leads in project workplan, framework, implementation, and monitoring, given the highly gendered nature of the project.
• Ensure coordination within and among the four MSME Finance Project Activities, as well as across ATLAS Project (which will support implementation of GoI regulation on women and child-friendly infrastructure for creating space for one-stop (OSS), childcare and shared workspaces (SWW) and the services will be provided by MSME Project) and FMDP activities; promote learning across compact provinces and projects; and foster collaborative approaches at the provincial level between MCA-I and other GOI and or donor-funded infrastructure and transport & logistics development initiatives.
• Oversee the work of MCA MSME Project Activity Leads and coordinate with DED Program, and cross-cutting Leads who will implement project activities including, but not limited to, participatory planning processes, review of consultant and contractor Terms of Reference, deliverables from consultants/program partners, training materials and subsequent training sessions, work plans, and disbursements. Work with MCA-I and MCC management to finalize implementation framework, procurement documents, awareness campaigns, evaluative studies, and project reports.
• Ensure that the MSME Finance Project is implemented in full compliance with MCC and Compact requirements related to environmental and social management and inclusion and gender, and in accordance with relevant Government of Indonesia gender mainstreaming policy and regulations, and environmental laws and procedures.
• Prepare regular progress reports and serve as the main point of contact on MSME Finance-related matters to the MCA Chief Executive Officer.
• Prepare periodic progress reports and serve as the main point of contact on MSME Finance Project related matters to the MCC (Washington) Project Lead. Ensure appropriate coordination and interface is maintained between the MCA-I and MCC technical teams.
• Ensure that provincial- and district-level findings are incorporated into project design and revisions.
• Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

• Advanced University Degree in business administration, social sciences (e.g., anthropology, economics, sociology, women’s studies, public policy, community development, etc.) or a field of relevance to the MSME Finance Project
• Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project or company, managing and implementing capacity building and access to finance for MSME projects in Indonesia and/or international donor projects.
• Demonstrated experience with and expertise in supporting women entrepreneurs’ access to finance and related capacity building, including a commitment to and experience with women’s economic empowerment, related national policies and best practices.
• Experience in implementing policy, institutional, and regulatory reforms, especially those related to women’s economic empowerment in the MSME finance and/or MSME business development field.
• Knowledge of Government of Indonesia policies, laws, regulations, and development plans, particularly those relevant to MSME finance, gender equality, and economic development planning.
• Experience working on a strategic level with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts including financial institutions.
• Demonstrated experience and proven skills in managing a large company or donor program with a multi-million USD budget and staff teams.
• Successful track record (and history) of delivering high-quality projects on time and within budget.
• Strong and demonstrable experience in contract management, developing TORs, and managing consultants, including ensuring compliance with TORs.
• Outstanding organizational skills and the ability to work in large, multi-cultural teams.
• Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with Management Information Systems and project management systems.
• Fluency in Indonesian and excellent written and verbal communication skills in English.
• Ability to travel to relevant project sites as needed.

• Experience working in Indonesia or the region on similar projects is preferred.
