Job Overview:

The headquarters Resettlement Team oversees the implementation and quality of services for core programming across the IRC’s growing network of local offices and affiliates. Its primary activities include providing technical assistance, training, and monitoring to local office staff. The Deputy Director (DD) for US Refugee Admissions Program Capacity Building is responsible for a new project that aims to mentor institutional partner(s) to become resilient and high performing national resettlement agencies. This position will last three years, the duration of the project. The DD is charged with effectively integrating objectives, resources and opportunities of the partners and must have a deep understanding of the Bureau for Population, Refugees and Migration’s Reception and Placement Program. The DD will work in partnership on matters related to pre and post arrival program functions, staffing structure, program design, operational matters, finance, client safeguarding, and overall program compliance. The Deputy Director reports to the Director for Resettlement and supervises up to five staff.

RESPONSIBILITIES:

  • Mentor national organizations in all aspects of R&P programming at the national and local level, providing strategic planning and R&P program development, fostering program growth and excellence.
  • Collaborate closely with national staff from emerging resettlement agencies (RAs) to develop and document policies and practices that promote program and financial monitoring and compliance, training, technical assistance capacity as well as technical expertise in pre-arrival case processing, data collection, client responsiveness and safeguarding.
  • In coordination with RA counterparts, guide resettlement leaders through all activities in the program cycle including reporting, proposal writing, monitoring, training, budgeting and pipeline management.
  • In collaboration with RA staff, build and reinforce program activities with strong success, keep programs well positioned to meet future challenges
  • In collaboration with RA staff, guide internal and donor monitoring and co-monitor local offices for compliance with program guidelines. Advocate and help remove office barriers to full program compliance.
  • Support the identification and onboarding of new IRC affiliates
  • In coordination with the DD, Initial Resettlement prepare donor reports and grant proposals.
  • Responsible for close monitoring of budget vs actuals of the project. Liaise with HQ Budget Unit on spending, reconciliation and program needs.
  • For partners relationships requiring a formal agreement, manage partnership agreement development process in coordination with the Awards Management Unit.
  • Represent the IRC with leadership of the emerging RAs as well as at the RCUSA Resettlement Committee and PRM meetings, as requested.
  • Lead and coach direct reports. Provide professional growth opportunities and pathways.
  • Perform other duties as assigned.

Job Requirements:

Education

  • Bachelor’s degree in a related field required, Master’s degree in Social Work, International Affairs, or related field highly desirable.

Work Experience:

  • Minimum 6 years progressive work experience in the field of refugee resettlement at national and/or local level.
  • Minimum 3 years program and grants management experience preferred.
  • Demonstrated experience managing external stakeholders and staff supervision experience required;
  • Previous experience leading program design, budget and implementation, grants management, monitoring program compliance and providing technical assistance required.

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytic problem-solving skills.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Highly proficient in Microsoft Office suite.
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Ability to manage others and work through change in a proactive and positive manner.

Working Environment:

  • Standard office working environment.
  • Up to 30% of domestic travel as needed.
  • This role may require working remotely full or part time and part time remote employees may be required to share workspace. ______________________________________________________________________________

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement
