About RVMC

In May 2022 CEPI, World Economic Forum (WEF) and the National Academy of Medicine, USA launched the RVMC to identify common needs and leading practices that facilitate the establishment of regional vaccine manufacturing efforts.

With the launch at Davos this year of RVMC “2.0” in support of regional manufacturing networks, the three organizations have agreed for CEPI to host the RVMC secretariat for the next 3 years. RVMC has developed a framework and generated case studies of what is needed for regionally led and economically sustainable manufacturing networks:

1. Sustainable business models during both pandemic and routine times

2. Scaled and shaped healthy markets supported by healthy market frameworks

3. De-risked returns to public-private partnerships through blended financial instruments

4. Fit for purpose manufacturing technologies and R&D models

5. Aligned and scalable tech transfer & workforce capability

6. Coordinated end-to-end supply chain infrastructure

7. Equitable regional governance model

8. Harmonized regulatory processes for accelerated access to markets

Countries and regions are calling for and taking actions to diversify vaccine manufacturing and supply chains; For example, the African Union has endorsed the Partnership for African Vaccine Manufacturing Framework for Action; and ASEAN published the Regional Strategic Plan for Vaccine Security and Self Reliance in 2021. The second phase of RVMC will provide bespoke support for regional leadership to establish economically sustainable vaccine manufacturing networks for both routine and future emergency response vaccine needs. CEPI will be the secretariat for RVMC from February 2024.

CEPI has supported several scientific breakthroughs in vaccines development against other infectious diseases, including the investment in the first phase 3 trial of a Chikungunya vaccine, now FDA approved, and the first ever advancement of Nipah virus and Lassa virus vaccines candidates into phase 1 clinical trials.

CEPI has launched a plan to reduce the vaccine development timeline to a 100-day ‘moonshot’ target and to advance the development of broadly protective vaccines that can protect coronaviruses and other high risk viral families. The plans also calls for an improved global manufacturing capacity, particularly in lower income countries. New approaches to manufacturing need to be advanced to produce vaccines at the speed and scale needed to stamp out a pandemic threat (https://100days.cepi.net/). Manufacturers in South Africa, Senegal and Indonesia have partnered with CEPI to strengthen and broaden their capabilities, with further partnerships pending.

About the role

The Deputy Director will play a key role providing strategic management of the newly established RVMC 2.0 secretariat and RVMC 2.0 implementing agencies to ensure that the delivery of high-quality technical assistance meets the needs of regions. The position holder will develop and lead implementation of an RVMC 2.0 strategy to support regional leadership and plans for sustainable vaccine manufacturing networks. The post-holder will provide leadership and supportive management for the newly established RVMC 2.0 secretariat. The secretariat will include, 1 director, 1 deputy director, 2 project managers and 2-3 regional/technical leads and will coordinate a set of implementing agencies

This will be a 3-year Fixed Term Contract. The RVMC 2.0 Deputy Director will report to RVMC 2.0 Director.

Responsibilities

  • Portfolio and budget management oversight for RVMC 2.0, including progress monitoring and budget development and implementation.
  • Oversee development of an RVMC 2.0 results framework, working closely with Secretariat project managers, implementation agencies and partners. Ensure effective programme monitoring, review, reporting and adaptation systems are in place. Lead the project review process at end of year 2.
  • Lead development and implementation of a stakeholder engagement plan to build the RVMC 2.0 network to support RVMC 2.0 strategy implementation. Provide strategic oversight of RVMC 2.0 implementing agencies on events and information management.
  • Support the RVMC Director to develop and maintain priority partnership and stakeholder relationships.
  • Support engagement with RVMC 2.0 governance, including any recruitment, support and active contributions to RVMC 2.0 (e.g. as champions).
  • Potential line management responsibilities, to be agreed with the RVMC 2.0 director.

Education, Experience and Competence

  • Advanced degree in public health, business administration, engineering or political science, providing a strong foundation for strategic leadership, business model analysis, stakeholder engagement and decision-making in the global health/vaccines landscape.
  • Minimum 10 years in a senior position in vaccines manufacturing & supply chain, business development, regulatory, pharmacoeconomics and/or public affairs in a global environment, preferable experience based in Global South/LMIC regions.
  • Experience in active and adaptive portfolio management to deliver strategic goals and objectives, including significant experience of managing consultancies to ensure effective and cost-efficient delivery.
  • Experience in establishing/leading public-private partnerships.
  • Proven collaboration skills, including managing shared project implementation and problem solving.
  • Excellent policy advocacy and engagement strategy development and implementation experience, including high-impact convening and communications oversight.
  • Excellent supportive team management skills.
  • Awareness of cultural, equality, diversity and inclusion aspects involved in international teams and partner collaboration.
  • Able to handle confidential information with complete discretion.

Travel and Location Requirements

  • This will be a Norway (Oslo) or UK (London) based role with extensive international travel anticipated (up to 40%)
