Overview: DT Global is seeking a Deputy Director of Energy Services to join the Environment and Infrastructure (E&I) Practice. The Deputy Director will report to the Director of Energy Services and will be part of a diverse, multidisciplinary team composed of creative, purpose-driven, and welcoming professionals. The Deputy Director will support the Director to build and grow DT Global’s USAID energy portfolio and pipeline, while also providing thought leadership and technical direction to DT Global’s current projects.

Tasks and Responsibilities:

Technical Leadership

  • Contribute to overall strategic vision of energy portfolio and strengthen DT Global’s reputation as a thought leader in the energy sector. Technical areas will include energy policy, energy economics and finance, distributed renewable energy, energy poverty and access, and energy efficiency
  • Provide technical backstopping from the home office to project field teams
  • Write or contribute to blog posts, articles, and other thought leadership pieces to highlight DT Global’s research and successes in the field
  • Conduct regular outreach to thought leaders, clients, and technical partners
  • Coordinate and/or lead technical trainings for staff to build skills and attain higher levels of competency and understanding of current trends and best practices in the energy sector, applying lessons learned and experienced gained through field assignments

Business Development

  • Support business development efforts from capture phase through live solicitation, which includes participating in pipeline discussions to determine bids to pursue
  • Lead or contribute to proposal development, including technical approach, staffing, and partnering strategies and negotiations, and decisions on information gathering trips, and oversee cost development
  • Serve as technical writer or contributor for live bids including developing and writing the technical approach for proposals
  • Coordinate with other DT Global practices or international offices on business development activities
  • Participate in scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts
  • Support the development of marketing materials and capability statements for the energy portfolio
  • Expand DT Global’s network of potential partners, subcontractors, and individual experts and consultants

Project Management

  • Lead or provide backstopping support for project management, financial and operational administration and implementation of DT Global’s donor-funded energy projects as needed
  • Support PMU’s to ensure that project technical work plans are executed
  • Review and approve technical outputs and deliverables
  • Foster collaboration of technical and program management experts
  • Support project start-ups and closeouts as needed, including regularly traveling to the field to support project initiatives and backfill project leadership, as necessary
  • Lead or contribute to project reporting including quarterly progress reports and annual reports

Education & Minimum Qualifications:

  • Advanced degree in energy policy, energy economics, development finance, business administration or related field with a minimum of 9 years of relevant experience; or a PhD in energy, development finance, or related field with a minimum of 6 years of relevant experience
  • Practical experience working with a range of development program partners, including government agencies, regulatory bodies, utilities, the private sector, financial institutions, NGOs, civil society, consumers, etc.
  • Technically conversant in energy access, energy efficiency, emerging technologies, energy sector governance, and a demonstrated ability to acquire new knowledge in areas beyond primary areas of technical expertise
  • Experience leading or contributing to USAID business development efforts within the energy sector
  • Demonstrated technical writing skills, including lead technical writer of proposals
  • Significant past experience working in development, including at least three years working on/for USAID energy projects and a detailed knowledge of USAID project implementation requirements
  • Proven ability to function effectively under tight deadlines
  • Willingness to travel overseas up to 15% of the time.
  • Excellent interpersonal skills, and ability to work independently and on a team
  • Written and spoken fluency in English and overall excellent written and verbal communication skills

Preferred Qualifications:

  • PhD highly preferred in energy policy, energy economics, or development finance
