Job Title: Deputy Director, Institutional Support and Program Implementation (ISPI)

Department/Location: Institutional Support and Program Implementation (ISPI) / Vienna, Virginia (hybrid or fully remote in the US)

Overview: IBTCI is seeking an experienced and motivated Deputy Director to help provide quality assurance and management guidance to its ISPI projects and contribute to strategic growth of the practice. The Deputy Director will oversee financial, administrative, and compliance aspects of at least three contracts. This position would also include contribution to start-up and oversight of new ISPI contracts. The candidate will possess specialized knowledge, skills, abilities, and experience to use judgement in the performance of their duties and be capable of working with minimal supervision. This position reports to the ISPI Principal and will supervise Project Managers.

This position is based in our Headquarters in Vienna, Virginia but is temporarily hybrid with two days in the office. There is the possibility of this position being fully remote in the US. Work location can be updated by the company.

Responsibilities

Essential Duties/Tasks and Responsibilities:

Project management (75%) not limited to:

  • Reviewing existing ISPI standard operating procedures (SOPs) to ensure high quality contract management; creating and implementing new SOPs to ensure consistent, high quality management within and across ISPI contracts.
  • Participating in institutional support contract candidate interview panels and contributing to ranking of candidates for open positions.
  • Contributing to or leading cross-training of Program Manager, Program Associates, , and Interns.
  • Conducting monthly budget versus actual reviews of all ISPI contracts with Project Managers and Associates.
  • Representing IBTCI in meetings with staff, partners, or clients.
  • Conducting quarterly reviews of IBTCI performance and support to clients to ensure high quality management and support of all ISPI contracts to include timeliness, quality, cost control, management, and compliance by identifying and filling any gaps in performance standards.
  • Supervising ISPI project management staff.
  • Reviewing project deliverables such as quarterly and annual reports.
  • Contributing to or leading start-up and close-out of projects.
  • Supporting implementation of ISO 9001 quality management standards and practices in the implementation of all contracts, including customer focus, creating conditions in which all employees are engaged to support quality, empowering staff, reviewing and improving processes, using evidence for decision making, and optimizing relationships with partners.
  • Accountable for maintaining prescribed individual productivity targets, inclusive of minimum billable time.

Specific business development (BD, approximately 25%) responsibilities include, but not limited to:

  • Identifying new potential prime or subcontractor partners for ISPI opportunities.
  • Identifying new opportunities in coordination with the ISPI Principal and IBTCI’s Business Development Team.
  • Leading or contributing to proposal ISPI capture planning or proposal preparation, including partnerships and teaming, key personnel selection, management approaches, cost strategy, technical approach, and win strategy.
  • Accountable for maintaining prescribed individual productivity targets, inclusive of BD time and results.
  • Accountable for individual and practice/sub-practice business development and growth targets.

Additional Duties/Tasks and Responsibilities:

  • Contribute to strategic and business plans.
  • Represent IBTCI at industry conferences and workshops.
  • Author success stories and routine and ad hoc contract reports.
  • Attend management meetings.
  • Other duties/tasks as assigned.

Qualifications

Minimum Requirements:

  • At least 8 years of relevent professional experience (12 years of relevent professional work experience – for candidates with Bachelor’s degree) working on and managing complex international development USAID-funded projects, preferably institutional support contract.
  • Strong communication skills (oral and written) required.
  • Fluency in the English language is required and a working competence in another language is desirable.

Education:

  • Bachelor’s Degree required, Master’s degree or the equivalent advanced degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration or related field.
  • Master’s degree is highly preferred

Preferred Knowledge, Skills and Abilities:

  • Understanding of USAID contract management and implementation regulations and best practices in project management.
  • Demonstrated strong project management skills, detail-oriented, and quality-focused.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for hybrid work in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position has supervisory responsibilities.

Travel: Some travel for project implementation and/or project management of business development initiatives may be required. May include travel to post-conflict zones.

Work Authorization: Candidate must be authorized to work in the U.S.A.
