Context:

Under the overall supervision of the Deputy Director General for Management and Reform and direct supervision of the Director, Department of Human Resources Management (DHR), and in close collaboration with other members of the IOM’s Senior Management Team, the Deputy Director (Human Resources Operations) is responsible for supporting the Director of DHR in shaping and implementing IOM People Strategy for the organization along its three strategic pillars (Talent, Leadership and Care). The Deputy Director (Human Resources Operations) is responsible and accountable for providing expert support, advice, and guidance for the management of the HR management function with a particular responsibility for the effective and efficient management of the HR Business Operations in IOM’s Administrative Centres in Manila (MAC) and Panama (PAC), as well as the management of IOM’s Staff Health Insurance. The incumbent will foster positive change and transformation, advising management, key stakeholders and the leadership throughout IOM on strategic Human Resources matters. The Deputy Director (HR Operations) will also promote collaboration across Departments, Regional and Country Offices on Human Resources policies and priorities.

The successful candidate should possess a clear vision of how the Human Resources can be effectively organized and managed within the context of the Organization. The candidate should demonstrate an excellent grasp of IOM core functions, HR Operations, and strategic priorities of the DHR, as well as have experience in a similar field or multilateral organization. The candidate should possess strong intellectual, influencing, and strategic leadership skills, which will be instrumental in driving positive transformation within the DHR. Additionally, the candidate should have a demonstrated record in setting organizational strategic direction, and energizing an HR management function that adds value to an organization. The successful candidate will also support the Director of DHR through oversight function for HR management within IOM’s Offices.

Core Functions / Responsibilities:

  1. Lead the development of modernized approaches to manage the foundational aspects of operations including the establishment and monitoring of service delivery KPIs, levering the ERP system for efficiency gains, and ensuring risk mitigation measures are in place.
  2. Lead all operational aspects of the implementation of the IOM People Strategy in line with its strategic pillars (Talent, Leadership, and Care).
  3. Empower a creative peer community of Human Resources Specialists to excel in policy innovation and program delivery in the service of the organization.
  4. Spearhead the implementation of policies, programs, HR projects, and initiatives to professionalize and develop the network of capacities and knowledge of the Human Resources management practice across IOM.
  5. Research innovations, assess, and recommend to IOM’s Senior Management the application of cutting-edge approaches and methodologies in HR Operations.
  6. Propose inputs to HR policy and strategy based on experiences with clients and external networking.
  7. Oversee development activities for DHR staff, including training, workshops, coaching, and staff individual learning.
  8. Identify needs to formulate, and develop strategies, policies, plans, and tools relating to social security benefits in line with the UN Common System.
  9. Manage the medical insurance contracts with third-party service provider companies/entities and ensure all the medical plans of Staff Health Insurance are implemented according to the established contracts.
  10. Lead organizational transformation and change initiatives, in close collaboration with management at all levels and the Global Staff Association Committee (GSAC).
  11. Act as an employee champion, enabling transparent, fair, equitable, and people-centric policies and practices that contribute to the achievement of organization-wide goals and foster a diverse and inclusive work environment for all.
  12. Leverage data analytics to proactively identify, raise, and monitor potential risks and unintended consequences of the transformation process and propose mitigating measures.
  13. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

• Advanced University degree or equivalent in Social Sciences, Business Administration, Human Resources Management, Law, Organizational Development, or a related field from an accredited academic institution with at least fifteen years of relevant professional experience, with particular emphasis on strategic functions in Human Resources Management.

Experience

  • Proven and progressive Human Resources management experience in an international, a public sector organization, or the private sector;
  • Experience with designing and implementing organizational development and management processes;
  • Experience leading teams in various HR management disciplines (such as: organizational development, staff recruitment and development, allowances and benefits, HR operations/administration issues, consultation with staff representatives, HR legal issues, etc.);
  • Experience in managing funding linked to the implementation of HR initiatives and projects;• Experience in United Nations deep field operations is a distinct advantage; and, • Background in the field of HR operations is a distinct advantage.

Skills

  • Very good knowledge of the rules of the UN Common System (conditions of service, job classification, etc.) and HR practices in the international public sector;
  • Excellent strategic thinking skills;
  • Excellent communication skills, both oral and written;
  • Ability to prepare and deliver presentations on HR topics relevant to the Organization;
  • Excellent liaison and negotiation skills;
  • In-depth knowledge of the broad range of HR functions, including but not limited to Diversity

Equity & Inclusion (DEI), HR operations, and HR business partnering;

  • Knowledge of HR industry standards and good practices;• Ability to deliver under pressure; and,
  • Good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and another UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
