Dexis is seeking a Deputy Director for the governance division based in the Headquarters office.

The primary function of the Deputy Director role is to lead the operations of the Governance Division’s projects, including division management (developing and implementing innovative solutions, implementing best practices and division-wide procedures, and supervising project management across all projects); and staff management (recruiting, hiring, training, and supervising a team of 4-5 Project Associates and/or Program Managers). The role requires USAID contract management experience, supervisory experience, and excellent communication skills.

The Governance division currently implements six USAID-funded projects across the world on topics related to rule of law, justice sector strengthening, and anti-corruption.

The position is remote, with occasional travel to DC and/or overseas.

Responsibilities

Division management:

  • Liaise with Governance (and Dexis) leadership to create and manage processes that enhance internal dynamics, support efficient and productive operations, and assure the attainment of strategic goals for the Governance division.
  • Work in collaboration with finance, contracts and other departments to ensure successful program management and implementation.
  • Develop innovative solutions, trainings, templates, checklists, or other guidance documents to support exceptional quality program management in the Governance division (and Dexis).
  • Serve as process leader in development and maintenance of processes and procedures for the Quality Management System.
  • Supervise program management to ensure consistency across Governance programs, compliance with Dexis and USAID requirements, and implementation of best practices.
  • Advise on program management issues that arise and escalate to senior-level management as required.
  • Provide managerial oversight on Governance projects in accordance with company and client policies, procedures, and guidelines.
  • Manage and provide final reviews and input to deliverables, progress reports, work plans and other documents.
  • Supervise project financial management, including reviewing/approving payments, invoices, etc.

Staff management:

  • Oversee staffing of PMU to ensure high quality team performance, support of program teams.
  • Oversee recruitment and hiring, onboarding, and training of new staff for the division including development and maintenance of innovative tools and methods to support staff development.
  • Supervise Governance PMU (Project Associates and Managers), overseeing performance and staff development.
  • Support Division President and Director of New Business to staff proposal teams to ensure quality proposal efforts and long-term professional development opportunities for staff.

Project management and new business:

  • Undertake billable work on U.S. and overseas assignments, which may include: project startup/closeout; client relationship management; contributing to reports and deliverables; interfacing with field COPs and field teams; project financial management; and other activities.
  • Provide leadership, writing, budget development, and/or perform other key line roles on proposals to achieve/target growth for new work in the Governance division and within the company.

Qualifications

Required:

  • 10 years of experience including at least two years of supervisory experience in USAID contract management, including client engagement, program team leadership supervision, contractual and financial oversight, and grants management;
  • Experience with USAID business development;
  • Bachelor’s degree – preferably in a relevant field, including but not limited to international development, public policy, or management;
  • Supervisory experience and skills, including the ability to mentor, train, and develop staff;
  • Strong written and oral communication skills, excellent writing, editing and research skills;
  • Ability to travel overseas for 1-2 weeks at a time.

Preferred:

  • Professional fluency in Spanish and/or French;
  • Experience living and/or working overseas;
  • Experience with democracy and governance programming
