Job Overview

A leader within the Resettlement, Asylum and Integration (RAI) Finance headquarter (HQ) team, the Deputy Director of Budget & Planning will lead the annual budget process for both the RAI program offices / countries and HQ departments, while managing effective oversight of the budget and actual financial performance throughout the fiscal year. The Deputy Director and their finance team collaborate closely with regional Program Delivery, program office teams and IRC’s Global Finance teams to ensure timely and quality management of these activities. Additionally, the Deputy Director provides finance grant management support as finance partner to a set of RAI HQ leaders and budget owners. The Deputy Director reports to the Senior Director of Finance, RAI, and manages a team of five finance team members, including three Regional Budget Managers, a Grants Coordinator, and a project Senior Budget Officer.

Major Responsibilities

Budgeting & Analysis

  • Lead the operating budget and forecast processes for the RAI organization, including the preparation and communication of the guidance and requirements, and ensuring timely and quality operational budget submissions that reflect the true financial position of each office.
  • Manage a team of three regional budget managers to support program office leadership in budget development and analysis.
  • Coordinate the preparation of the RAI HQ operating budget as well as the consolidation, review and analysis of all RAI budgets for approval by RAI leadership.
  • Manage routine financial reviews for all areas of budget responsibility and consistent with RAI’s and the IRC’s financial governance.
  • Conduct training for new program office Finance Managers on IRC’s operating budget policies and processes, in partnership with RAI and Global Finance learning and training leads.

Finance Partnering & Grant Management Support

  • Coordinate routine financial performance reviews and action planning with RAI HQ management in areas of grant management, financial analysis, and forecasting to effectively utilize restricted (including multi-site grants & contracts) and unrestricted funds to meet departmental needs.
  • Manage a grants coordinator to work closely with the Resource Acquisition and Management (RAM) team on project setup & readiness, budget development and related duties.
  • Manage a senior project budget officer that will support the project director on financial management and oversight of a multi-year federal grant.
  • Collaborate with the Post-Award Program Officer to provide financial tools and technical advice to Program Excellence teams for the effective management of government and private funding.
  • Collaborate with other departments such as the Integra team and Financial Planning & Analysis with IRC-wide initiatives and projects as it relates to RAI.
  • Partner with HQ program staff and finance teams in addressing open issues with grant and fund closeouts.
  • Work closely with HQ Finance to ensure RAI HQ financial position is properly documented in the finance system.

Team Leadership & Management

  • Effectively manage and motivate their team with regular one on one meetings, ongoing feedback and communication and regular career planning and professional development.
  • Act in the capacity of the Senior Director of Finance, RAI role, as needed.
  • Other duties as assigned by the Senior Director of Finance, RAI.

Job Requirements

  • Bachelor’s degree, preferably in Business Administration or Finance. Master’s degree highly desirable.
  • Min. 5-7 years progressive budgeting/finance experience; proven knowledge in complex financial analysis and expertise working on budgets preferred; ability to create insight from data and analyses.
  • Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse multi-cultural environment.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment and the ability to apply creative problem-solving skills.
  • Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands.
  • Advanced computer skills: Advanced knowledge of Microsoft Excel and all MS Office applications; experience with cloud-based planning tools, PowerBi and ERP systems.

Working Environment: This role may work remotely, hybrid, or in-person full time. If remote, applicants must have a home or alternate workspace they can effectively complete their work from during regularly scheduled hours.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
