Job Overview:

The Deputy Director is responsible for oversight and implementation of a portfolio of direct service programs benefiting displaced people and immigrants. Current programming within the portfolio includes case management, employment services, public benefits navigation, financial capability, adult education, children and youth services, health education and navigation, torture rehabilitation, advocacy-based counseling, psychosocial support services, and language assistance. The Deputy Director will also support a wide variety of office management and administrative responsibilities. As a member of the Denver office’s Senior Management Team (SMT), they will contribute to long-term strategic planning as well as support implementation and achievement of the office’s strategic plan. Additionally, this role will represent IRC in the local community, and will engage regularly with external audiences to increase awareness, generate support, and raise visibility of IRC’s work and client strengths and needs.

Major Responsibilities:

The Deputy Director coordinates closely with the Executive Director to achieve the following goals:

Compliance & Administration

  • Ensure that programs comply with all contractual, reporting, and match requirements.
  • Manage timely, accurate, and high-quality data collection across all programs.
  • Produce reports and impact data to provide insight to internal and external stakeholders and inform program design.
  • Maintain sound fiscal management and comply with all HR and donor policies and procedures.
  • Represent office and assigned programs with IRC headquarters (HQ).
  • Guide the implementation of HQ-led initiatives.

Program Oversight

  • Promote client success and opportunities to thrive with a strong emphasis on empowerment and high-quality service delivery.

· Ensure consistency with donor requirements and provide technical support, oversight, and leadership to internal and external stakeholders.

· In cooperation with the Executive Director and the Development team, create and implement an annual fundraising plan and strategy with measurable goals and objectives to expand and support existing programming, including meeting match where applicable.

  • Forge strong programmatic linkages, coordination, and communication between all teams.
  • Proactively implement processes and procedures that ensure clients are connected seamlessly to relevant programs throughout the agency.
  • Promote strong relationships across staff and implement a client-centered service methodology.
  • Ensure that all program areas have clear goals, outcomes, and strategic plans leading to the sustainability and growth of programming.
  • Support new project design and program development, incorporating client satisfaction and client feedback to continuously improve and offer responsive programming.
  • Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.
  • Represent the office in external meetings; serve as a lead with media, community engagement, and advocacy efforts.
  • Work with the Finance Manager and program staff to monitor and manage budgets for all direct service programs.
  • Monitor program quality and progress toward goals; ensure that program outcomes meet proposed goals; adjust goals as needed in response to learning, client feedback, and context.

General Management

  • Provide high level leadership in accordance with IRC’s People Manager Standards, including:
  • Recruit, hire, train, supervise, and evaluate team members; currently, this includes four program managers who collectively manage direct services teams totaling more than 70 staff.
  • Manage annual training plans in accordance with HQ and donor requirements as well as staff interests and identified needs.
  • Write and review narrative reports for content and accuracy prior to submission to donors.
  • Oversee grant tracking and billing for direct service programs with a current budget of $8.9M.
  • Assist Executive Director and Finance Manager in budgeting process.
  • Maintain open and ongoing communication with the Executive Director, Community Engagement, Development, Finance, Human Resources, Operations, and other key positions.
  • Participate as member of the IRC Denver Senior Management Team.

Job Requirements:

Education

· Bachelor’s degree in a relevant field is required; graduate degree in non-profit management, public administration, human services, social work, or a related field preferred.

Work Experience

  • Experience successfully implementing strengths-based models in refugee resettlement, immigrant services, torture rehabilitation, and/or a similar area of programming to serve a diverse caseload of vulnerable populations.
  • Minimum of eight (8) years of professional work experience with progressive levels of responsibility, including supervisory and program management experience.

  • Solid relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships with donors, volunteers, community partners, government agencies, community leaders, clients, and colleagues at all levels.
  • Proven leadership and team-building skills.
  • Excellent verbal and written communication skills; fluency in English required.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with outstanding problem-solving skills, sound judgement, and the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driver’s license and access to a reliable, insured personal vehicle.

Working Environment:

  • A combination of standard office environment and ‘field’ time within the service delivery area to perform the above responsibilities, with the potential for remote work on a limited basis.
  • Occasional domestic (non-local) travel required; up to 10%.
  • Occasional weekend and/or evening work required.
  • Staff are required to adhere to IRC’s COVID risk mitigation policies, which may include masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. IRC policies may be stricter than federal, state, or local level policies.

Compensation and Benefits: This is a full-time, regular position classified as exempt and ineligible for overtime under state and federal law. Starting compensation is $85,000-$95,000 depending on experience and qualifications. We offer a comprehensive and highly competitive set of benefits. In the US, this total compensation package includes: 10 sick days, 10 US holidays, 20-25 paid time off days depending on role and tenure, medical insurance starting at $120 per month with low to no deductible; dental insurance starting at $7 per month; vision insurance starting at $5 per month; FSA for healthcare, dependent care, and commuter costs; a 403b retirement savings plans with immediately vested employer matching; disability & life insurance; generous parental leave; and an Employee Assistance Program which is available to our staff and their families to support counseling and care in times of crisis and mental health struggles.
