BACKGROUND:

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.

CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases.

The CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.

CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.

As of August 2020, the Lebanese Center for Human Rights is involved in a two-year emergency response plan. CLDH assists those who have been affected by the Beirut blast by providing the following pro-bono services: legal aid and consultations, medical assistance, psycho-social support and cash assistance.

Duties and Responsibilities:

Directly reporting to the Executive Director, the Deputy Director provides leadership on Grants Management, M&E and Fundraising / Project Development and overall organizational development. In addition, the job incumbent is responsible to assume the role of the Executive Director in their absence.

Main duties include but are not limited to:

1/ Grants Management

● Lead and follow up on the portfolio of ongoing programs / ongoing donors:

●Ensure smooth communication between CLDH and donors

●Ensure timely progress and final reporting, with proper internal review by relevant staff and board members

●Lead on contract negotiation, no-cost extension requests, contract addendums

2/ M&E

● Lead on the M&E activities of the organization:

●Line manage a Database Coordinator and an M&E Assistant

●Ensure timely and quality data checks and processing for reporting purposes. This would include project journals, activity reports, and project’s dashboards

●Advise and lead on the development of new M&E tools

●Provide trainings to the team as required

3/ Fundraising / Project Development :

● Lead on the development of new programs / new donors

● Research and identify potential new donors and partners

● Coordinate the drafting of letters of inquiry, concept notes, and funding applications as necessary

●Coordinate the development of full project proposals

4/ Overall NGO Development and Management:

● Provide advice and assistance to the ED on substantive organizational matters

● Supervise the implementation of the organization’s strategy, in coordination with the Heads of Departments

● Ensure proper implementation of organizational budget in coordination with the Programs Manager and Finance Coordinator

● Actively represent CLDH in external meetings, as necessary

Qualifications:

● A minimum of 4 years in a similar position

● Prior leadership experience in one or more of the following functional areas: Monitoring & Evaluation, Grants Management, Fundraising and Programme/Project Development

● Good communication skills and team player

● Demonstrated proficiency in Microsoft Word and Excel

● Organization and time management skills

● Strong problem-solving skills

● Fluency in English and French languages. Arabic is an asset.

Education:

Completion of Master’s degree in Human rights, Business Administration, Finance, Political Sciences, Grant management, or other related fields.

Location: **

The Deputy Director is based in the CLDH office in Dora with weekly visits to CLDH offices in Baouchrieh or Beqaa.
