JOB SUMMARY

The Deputy Country Representative on The Gaza Strip is responsible for assisting the country representative in formulating the country strategy and quality program development and implementation, resource mobilization, and finance. The Deputy Country Representative is responsible for supervising the overall operation of the program in the Gaza Strip and that will be under the supervision of the Country Representative and reporting directly to him/her.

As a Deputy Country Representative, you will also be responsible to manage the whole country office in case of Country Representative absence as an Acting Country Representative. In addition, the Country Representative will work bilaterally with the Country Representative to set up a revised set of project standards, weekly and monthly plans, and coordinate project activities, and provide technical and operational support to all in-country team members and partners.

MAIN DUTIES AND RESPONSIBILITIES

  • Manage and the current MedGlobal projects and partnerships with other partners and stakeholders in Gaza.
  • Assist the Country Representative to assess the new areas for MedGlobal to complement, initiate, or expand services.
  • Manage new partnerships to develop and expand current and new projects.
  • Represent MedGlobal in all Health Clusters and MoH Health meetings.
  • Provide MedGlobal with relevant updates and meeting notes from Health Clusters and MoH Health meetings.
  • Conduct bi-monthly The Gaza Strip meeting calls with Headquarters staff alongside with the Country Representative.
  • Work closely with the Headquarters team to develop a needs assessment and program expansion plan and complete detailed planning, assessment, and reporting within 2 weeks.
  • Work bilaterally with the Country Representative to develop a detailed MedGlobal country compliance table and provide relevant supporting documents for each compliance area. Development compliance matrix and provide detailed reporting every 2 weeks.

Financial

  • To make sure that all monthly receipts for activities done are provided at the ground to support Cash Advance forms, then referring them to the Country Representative for the final approval.
  • Contribute in the reconciliation of the The Gaza Strip budget to assure the integrity of the budgeted goals.

Other Responsibilities

  • Collaborate with MedGlobal staff to have at least a monthly social media post and quarterly video presentation.
  • Work with senior leadership to develop MedGlobal’s presence in The Gaza Strip.
  • Provide policy, resources, and legal guidance to HoDs for quality management of programs.
  • Develop projects risk management matrix exercise and devise a strategy to achieve set objectives carefully negotiating risks.
  • Supervise the project’s implementation process at the tactical level including support mechanism and get the team prepared for unforeseen eventualities.

Telemedicine

  • Coordinate with Telemedicine Representative on a medical institution (Kamal Adwan Hospital) to develop and follow the Telemedicine consultation schedule.
  • Coordinate with Telemedicine volunteers the date and time of the Telemedicine consultation.
  • Complete Telemedicine post-consultation data collection
  • Obtain department wide data relevant to the program.
  • Complete monthly payments for internet services at Kamal Adwan Hospital and troubleshoot technology challenges.
  • Get feedback from Kamal Adwan Hospital Telemedicine representative to modify consultations accordingly.
  • All other activities to ensure successful telemedicine ongoing consultations.

QUALIFICATIONS AND SKILLS

  • A relevant advanced degree in fields such as Medicine, Public Health, Health Administration, International Development, or a related discipline.
  • Postgraduate degrees (Master’s or higher) are often preferred.
  • Substantial experience in senior leadership positions within the healthcare or international development sector.
  • Experience in managing health programs, preferably in complex and challenging environments.
  • Familiarity with the political, social, and economic context of the region, especially Gaza.
  • Strong leadership and management skills, including the ability to lead and motivate diverse teams.
  • Experience in strategic planning, program development, and implementation.
  • Financial management skills, including budgeting and resource allocation.
  • Excellent interpersonal and communication skills, as the role involves working with diverse stakeholders, including government officials, partner organizations, and local communities.
  • Cultural sensitivity and the ability to navigate and build relationships in a cross-cultural environment.
  • Experience in advocacy and representation with government bodies, donors, and other relevant stakeholders.
  • Ability to build and maintain effective networks with key partners and organizations.
  • In-depth knowledge of medical and healthcare issues, especially in the context of humanitarian and development work.
  • Familiarity with international standards and best practices in healthcare delivery.
  • Given the context in Gaza, experience in security management and an understanding of the unique challenges associated with operating in conflict or post-conflict environments.
  • Proficiency in English is usually required, and Arabic as a mother tongue .
  • A strong commitment to the mission and values of the international organization, including humanitarian principles and the promotion of health and well-being.
