Job Summary:

CARE in Ukraine is working to provide humanitarian aid to persons affected by the current crisis in Ukraine, through a locally led response, with most of the field implementation work being carried out by a diverse panel of partner organizations.

Overall:

  • Under the direct management line of the CD, and as member of the Senior Management Team (SMT) for CARE programme in Ukraine, the DCD-PQD plays a leading role on the development of high quality, locally led, innovative programs that deliver, through a protection focus, immediate and lasting change for people in need
  • The DCD-PDQ will contribute to the development of a multi-year programme strategy, essentially by supporting evidence based and data driven decision making, quality management and impact, in accordance with the values shared between CARE and the partners
  • The position holder ensures that programmes are needs-driven and result-based, monitored closely and implemented in accordance to core humanitarian standards and best practices
  • S/he will ensure the development of an adequate IM system, using existing processes and introducing new ones as needed, possibly in collaboration with external IM actors
  • The position will coordinate the provision of adequate and timely technical capacity building plans (peer-to-peer learning approach) of partners in all areas of management
  • In accordance with a matrix-based approach, the position holder will foster the implementation of cross-team collaboration mechanisms, together with the DCD-Programme Implementation (PI), the DCD-Programme Support Services (PSS) and the Safety, Security and Access Manager.
  • The position will also assure that the CARE programme is closely coordinated with the humanitarian community and coordination architectures nationally and regionally, incorporating research and best practices to inform the quality of our work.
  • The DCD-PQD initiates, coordinates and reviews the writing of concept notes, proposals, bi-weekly/monthly/quarterly programme reports, as well as success stories as required
  • The DCD-PQD will also foster crosscutting learning initiatives to enhance diversity, integrity, inclusiveness and accountability within CARE programme teams in Ukraine

We are looking for a highly motivated, skilled professional who has the ability to position Program Quality and Development at the centre of CARE’s work in Ukraine. S/he should be an excellent communicator and planner with critical thinking skills to assist CARE to improve its partnerships in strategic, realistic, and practical ways, and in accordance with the operating context. The DCD-PQD role requires strong inter-personal relationship management and coordination skills, experience in emergency programming in large-scale and highly volatile humanitarian crisis, with a proven knowledge of the challenges of operating in complex and unsecure environments, and with a solid experience in capacity assessment and capacity building to efficiently support partners.

Main Duties and Responsibilities:

  1. CARE Programme Strategy development
  • Maintain deep understanding of the security, social, political, and economic context in Ukraine by initiating in-depth community surveys in areas where CARE foresees needs for programme expansion
  • Provide inclusive and cohesive leadership to CARE’s programme teams in Ukraine, ensuring that priorities and opportunities identified by partner organizations strongly contribute to the development and implementation of the Strategic Plan, the master budget plan and the funding strategy
  • Adequately, support the definition and review of a 2-year Strategic plan for Ukraine centred on humanitarian needs, resources mobilizations, accountability framework, programme quality and impact
  • Ensure that in strategy and programme planning CARE’s role is defined in complementarity with capacities and strategies of other humanitarian actors intervening in Ukraine
  • Ensure the mainstreaming of gender and protection issues in CARE’s related activities following guidance from the relevant clusters, to ensure that all concerns reported are properly addressed
  • Support the CD in developing a funding strategy, diversifying and strengthening donors’ engagements
  • Actively liaise with other programmes/actors in Ukraine, as well as CARE International’
