We are recruiting a Deputy Country Director, on behalf of a company that supports the Mozambican Ministry of Health in the implementation of service, training, and research programs. Last year, the programs implemented in Mozambique had an annual budget over $40 million and a team of over 2,300 employees based in multiple provinces across the country.

Position Description:

The Deputy Country Director will support the Country Director through overall strategic leadership and management of the operations of the company’s portfolio of programs in Mozambique, leading the Logistics, Procurement, IT, Human Resources, Infrastructure, Administration and Health management teams. This position will be responsible for day-to-day decisions for all Operations Departments. The Deputy Country Director will participate in the development of new budgets and will support the operationalization of approved budgets, working closely with the Finance Department and the Country Director to ensure compliance with sponsor funding rules and regulations. The Deputy Country Director will lead the establishment of sub-agreements with Governmental or non-Governmental entities in compliance with all applicable laws and regulations.

Responsibilities

Management:

· Directly supervise and annually evaluate subordinates.

· Support the Country Director with the management of the approved operations and the organizational budgets for each funding source, working with the financial department and the Country Director to ensure compliance and allowability of any costs outside of the approved budget.

· Participate in bi-weekly operations conference calls with the staff.

· Establish effective and efficient communication forums to ensure coordination between programmatic and logistics/operational teams.

· Review organizational charts of Operations and HR teams identifying gaps and opportunities for increased efficiencies and proposing structural changes through the annual budget development process.

Human Resources:

· Lead the development and contribute to the finalization of formal HR-related policies and Standard Operating Procedures (SOPs).

· Assist in the identification and drafting of job descriptions for senior level positions needed and key qualifications required.

· Assist in the recruitment and final selection of candidates for senior level positions.

· Support staff management trouble shooting and conflict resolution (especially among senior staff).

· Approve processes in phc.

· Review and sign all Labor contracts as well as termination of contracts for national staff

· Approve the salary sheet, ensuring compliance with applicable company’s, GRM and donor rules and regulations.

· Lead the periodic review of benefits packages to be approved by the Country Director and the Chief Manager

· Lead the periodic comparison of salaries with peer organizations, making specific proposals that aim at increased organizational competitiveness

· Oversee the operationalization of restructuring processes ensuring that terminations and new hires take place in a timely manner and without any penalties to the organization.

· Oversee the work authorization process for expatriate staff ensuring that renewal processes take place in a timely manner, without any programmatic impact

· In collaboration with the Legal Advisor, coordinate appropriate legal actions and follow-up, as required, keeping the Country Director informed through regular, but efficient updates/briefings.

Procurement and Logistics:

· Oversee Procurement and Logistics team to ensure consistent, efficient performance and ability to effectively implement supply chain management: order, purchase, stock, freight, delivery.

· Lead the development and contribute to the finalization of formal Procurement and Logistics-related policies and Standard Operating Procedures (SOPs).

· Approve POs according to established SOPs and sign contracts with vendors.

· Supervise Inventory team to ensure stock management: security, tracking of movement of stock and regular inventory review

· Oversee vehicle and boat maintenance, ensuring compliance with SOPs

· Oversee fleet management promoting the use of IT solutions and ensuring efficiencies in the management of vehicles and boats

· Establish and monitor key performance indicators in the area of procurement and logistics.

· Actively participate in internal audits in the area of Procurement and Logistics

IT:

· Oversee the IT department ensuring that employees have access to and can use the necessary IT solutions to carry out their work:

· Internet access at all offices and supported points is uninterrupted and meets the minimum quality requirements

· Users of IT equipment receive the necessary technical support so that they can carry out their tasks

· Users have all the necessary software licenses

· Users have access to basic package of IT tools including email addresses

· Information handled by company is secure

· All IT solutions and equipment must be compliant with all applicable regulations (NDAA889/restriction on telecoms)

· Actively brainstorm solutions to avoid prohibited telecoms equipment

Audits and Compliance:

· Notify/inform all staff of internal rules, policies, and policy context to promote compliant operations.

· Provide responses to all internal and external audits and draft the Consolidated Management Review.

· Ensure that work plans addressing internal and external audit findings in the areas of HR, logistics and procurement, infrastructure and IT are established.

· Organize trainings, establishing systems and monitoring mechanisms ensuring that findings are addressed

Administration:

· Manage risk and security of assets, including insurance coverage and upkeep for buildings, vehicles, boats and all sensitive equipment: review and sign contracts; guide administration team in timely processing of claims

· For buildings rented by the company: review draft versions of contracts prepared by the Legal Advisor; obtain any necessary authorizations by the Country Director, sign contracts and monitor execution of contracts with the assistance of field teams

· For a variety of Service Providers and Suppliers: Review draft version of contracts prepared by the Legal Advisor; obtain any necessary authorizations by the National Director and sign contracts

· Suggest improvements and/or revisions of Administrative SOPs and ensure that all administrative SOPs are reviewed and updated annually
