The current Country Strategy (CS) for Plan International Mali 2018-2022 has come to an end and the new strategy coming up in 2023 for 5 years will have a country annual budget turnover of between 21 and 30 million Euros, a team of 250 staff, a caseload of 37,000 sponsored children and a large grants portfolio from bilateral and multilateral donors including (e.g. GAC, DANIDA, European Union/ ECHO, SIDA, UNICEF, WFP, UNFPA, Irish AID, Dutch MoFA, USAID/BHA, FCDO, DGD, Foundations and Corporations.

The Role

The Deputy Country Director – Operations (DCD-Ops) oversees the country program’s critical support functions: Budget and Finance, People and Culture, Information Technology, Supply Chain and Security, through the development and implementation of strategies to ensure adequate control of resources, transparency and optimal operational performance of Plan International Mali aligned with the Country Strategic (CS), local and global policies and the principle of accountability.

Since 2012 Plan International Mali has managed a level 2 Emergency Response (Orange 2) and the Deputy Country Director – Operations will manage partnership in high-risk context. You will ensure that all the necessary systems, policies and procedures are updated, rolled out, understood, and implemented in all locations. The role is a member of the Country Leadership Team, reports to the Country Director and supervises the Supply Chain Manager, the People and Culture Manager, the Safety and Security Advisor, the Information Technology Specialist.

The DCD- Ops will be contribute to project budget design through taking the lead in the development and oversight of project support costs in collaboration with the CD, Country Finance Manager, and Business Development Manager, Head of Program Development and Quality and Head of Program Implementation.

The DCD-Ops will work closely with the Regional Finance Manager at WACA

Fluency in French and English is compulsory for this role.
