Reporting Lines/Line Management: Country Director

Job Summary:

The Deputyt Country Director is responsible for ensuring that CARE’s programmes in Iraq are implemented to high quality standards and contribute to CARE’s vision of “a world of hope, tolerance and social justice, where poverty has been overcome and people live in dignity and security”.

The Deputy Country Director manages all aspects of the implementation and development of the programme and support functions to facilitate the implementation of the country strategy. Provide leadership, strategic direction, management and evaluation of all aspects of CARE’s programmes. Play a key role in external representation, legal compliance, grant management, programme coordination and team leadership.

The Deputy Country Director is a key member of the Senior Management Team and as such is responsible for leading and supporting Country Office initiatives. S/he is responsible for (along with the Country Director) maintaining good working relationships with host government officials, donors and other partners. The incumbent will deputise for the Country Director when required.

1. Program Management and Development

Ensure that CARE Programs and projects are managed in a manner which achieves stated goals and objectives, is in line with CARE policies and procedures and donor rules and regulations, and demonstrate sound resource management. Oversee and lead on the development of new programs and funding.

2. Staff Management

Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Program team.

3. Program Quality

Oversee the development, implementation, monitoring and evaluation of the Country Office Program and projects and ensure that they are in line with the CO strategic plan, program strategy and CI programming principles.

4. Program Strategy

Lead the preparation, implementation and regular review of the overall CARE Iraq Program Strategy in line with the CO’s Strategic/Business Plan, national development plans, CARE De and CI strategic plans, and CARE programming principles and priorities.

5. Reflective Practice and Learning

Ensure that the CO program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.

6. External Relations and Partnerships

In conjunction with the Country Director seek and maintain strategic partnerships with local organisations to jointly develop and implement projects, liaise with local authorities, donors and peer organisations, including the UN, represent CARE in Coordination bodies and relevant CARE International bodies.

7. Oversee the CARE Iraq Operations Department

The Operations Department comprises Logistics and. Procurement, Administration, and IT,.

Working & Living Conditions

Main duty station will be the office in Dohuk in the northern region of Iraq with up to 20% of time will be travel to Baghdad, Erbil and to the areas of Iraq that projects are being implemented.

The security situation is currently moderate in Dohuk but may differ in project locations. This is an unaccompanied position. . There are restaurants, supermarkets, swimming pools and other sports facilities. Dohuk is a relatively moderate Muslim environment. Staff live in a large guesthouse with private bathrooms but shared cooking facilities.

Qualifications:

Required:

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written). Kurdish and Arabic would be an advantage.
  • 5 years experience in a senior management position in emergency/development in a complex international setting
  • Experience managing programs in insecure environments and good understanding of working in accordance to strict safety and security regulations
  • Demonstrated experience in program and staff management
  • Knowledge and experience with financial management and donor compliance
  • Extensive conceptual skills including development of rogramme strategy
  • Demonstrated experience in budget development and programme design (including concept preparation and proposal development), implementation and evaluation
  • Demonstrated experience with proposal development with a range of international donors, both humanitarian and development.
  • Experience in establishing and maintaining collaborative relationships with, national and international NGOs, donors and government counterparts.
  • Team-player with good inter-personal skills; committed to team-building.
  • Capacity to work under pressure and manage personal stress levels.

Desired:

  • Master Degree in related field
  • 8 years in a senior management position in Humanitarian Response and Development field
  • Experience and knowledge of operationalising a Program approach, based on the underlying causes of poverty analysis
  • Experience in Program design and oversight in resilience, community based adaptation to climate change, women’s, girls and youth empowerment, as well as emergency response.
  • Experience and knowledge working with Peoplesoft Financial Ssystem.
