Employment terms

Location: Ukraine- Lviv, with frequent travels between the bases

Duration:9 months subject to funding, from January 2024

Conditions: Salaried contract, gross monthly salary €3 200 to €3 600 according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.

TGH background

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Context

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

From September UAF (Ukrainian Armed Forces) pushed back the aggressor in the east and south of the country with the recapture of some strategical cities. Meanwhile, RF forces continued their offensive with strikes across Since October and the attack on the Kerch Bridge (08/10/2022) linking Crimea to Russia, reprisals have been unstoppable, mainly on public service infrastructures, notably power stations and water treatment and distribution stations in all the country’s major cities.

October 2022 saw an increase in the number of IDPs (+280,000 / +4.5%) growing from 6.2 M to 6.5 M) in the country and a movement of 450,000 (+7%) of those already IDP, most of them to or from the East of the country.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

  • cash and access to financial support
  • psychosocial support for a weakened mental health and limit the risk of irreversible
  • medicines and medical supplies
  • Shelter / NFI
  • Winterization

Presentation of the mission

TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

  • Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface
  • Cash for Work (rehabilitation or social work)
  • PSS
  • Documentation support (restoration or obtaining of official/legal documents)
  • Provision of basic humanitarian assistance: food and hygiene kits, in Donestk, NGCA

In 2020, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office is. Given the enormous needs all around Ukraine and the different grants awarded, TGH opened recently 3 sub-office in the other main cities of Ukraine (Vinnytsia, Cherkasy and Dnipro) in order to be closer to the beneficiaries and ensure a proper implementation and follow up.

TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.

Job description

Under the supervision of the Country Director, the Deputy Country Director for Support
(DCD-S) is managing the Heads of support departments (HR, logistics, finance, accountancy, legal…).S/he is accountable for the overall management of mission support departments and their smooth functioning: financial, administrative, HR, legal records management of the mission, as well as the logistics department. S/he leads the working dynamic between support departments and the collaboration with program teams, finds synergies, and impulse improvements. S/he is the representative for support activities within the mission, both internally and externally (donors, authorities, NGOs, etc.). S/he ensures that each support department has an action plan and that it is properly followed up. S/he provides specific training sessions to the support team according to the needs.

Financial, budgetary and accounting management

In close collaboration with the Head of Finance:

  • Accountable for all aspects relating to finance, including budgetary and accounting elements, as well as the mission cash flow.
  • Supervise the country program’s financial health including cash flow, coverage of operational costs, identification of financial and procedural risks, and implementation of relevant solutions.
  • Ensure and validate the preparation of budgets and financial reports.
  • Provides support to the compliance department for external audits.
  • Ensure allmission budgets, proposal, financialreports, monthly accountancy closure, cash flow forecast in link with the Head of Finance.
  • Ensure that administrative and financial procedures follow TGH’s standards and formats, and are in accordance with donor rules and regulations.

Management of human resources

In close collaboration with the Head of Human Resources:

  • Ensure the proper administrative management of the local and international teams.
  • Ensure that the procedures and HR management tools are defined/updated in accordance with labor regulations and TGH HR policies, and that the risks linked to HR questions are monitored and mitigated.
  • Manage and supervise the team (national and international) under his/her supervision.
  • Conduct the Appraisal Interview of the team under his/her direct supervision.
  • Ensure good internal coordination and communication, including at least weekly meetings with the team.
  • Ensure that all HRpolicies areunderstood and respected by all staff.

Administrative and legal management

In close collaboration with the Accountancy and Legal departments:

  • Supervise administrative records and guarantee that the status and functioning of the mission are in legal accordance with the requirements of the intervention country.
  • Ensure that TGH follows the Ukrainian and local laws.
  • Ensure that all information about income tax and social benefits are collected on a regular basis, and ensure that internal regulations, work contracts and administrative guidelines are updated accordingly.
  • Ensure that the payment of salaries is made on a timely basis.
  • Ensure that all Tax and Pension liabilities is paid to the respective bodies monthly before the due date.

Logistics

In close collaboration with the Head of Logistics:

  • Ensure that TGH’s and donors’ logistic process and procedures are in place and followed up.
  • Accountable for systems mitigate risks from corruption and fraud.

Representation

  • Represent the association in its relations with partners, authorities and different local players for the financial, administrative, legal, human resources, logistic, compliance areas of the mission. Proactive in the development of TGH inter-NGO.
  • In collaboration with the Country Director, assures the link with the interlocutors (donors, bank, suppliers…).

Coordination

  • Ensure with the Deputy Country Director for Program that the coordination with the program team on budget follow up and forecast is taken place regularly.
  • Centralize and diffuse information within the mission and to the Country Director for all financial, administrative, legal, HR, Logistic aspects of the mission.
  • Ensure the coordination with the support teams during and after the process of purchase.
  • Ensure the coordination of the support and operational team for the preparation and during the process of audits.
  • Coordinate financial, administrative, HR and logistic & legal aspects of the mission.
  • Ensure adequate coverage of country operating costs.
  • Attend internal coordination meetings.
  • Attend external meeting with donors, partners, and authorities when needed.

This list of responsibilities could be modified according to the needs.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city center. It is possible to go out in bars, restaurants, but there is a curfew in place from 12 pm to 5 am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city center, close to the guest-houses where the expatriates are accommodated. Access to good internet connection in the offices and the guest-houses.

Profile

  • Minimum 5 years’ experience in managing operations within difficult operating environments.
  • University degree in relevant field.
  • Solid understanding of financial systems, including budgeting and budget analysis experience.
  • Knowledge of logistics, HR and office administration procedures.
  • Proven experience in staff management in cross-cultural environment, including capacity building, training and facilitation skills.
  • Proven ability to manage a complex and demanding workload.
  • Highly developed interpersonal and communication skills.
  • Strong sense of personal and professional integrity.
  • Languages: Full proficiency in spoken and written English required (Ukrainian/Russian language will be an asset).
