Position Overview

Pact seeks a Deputy Chief of Party (DCOP) for the USAID Advancing Youth Leadership, which will work to enhance the capacity and leadership of youth to engage in the political process, to address local development issues and to increase civic participation. This is anticipated to be a five-year activity. This position is contingent upon award.

The DCOP will work closely with the Chief of Party (COP) to oversee all programmatic aspects, ensuring that objectives are met on time and within budget. The DCOP will bring technical expertise in youth and civic engagement, governance, and capacity development to serve as technical lead and provide oversight of the project’s technical activities.

Key Responsibilities

  • Work closely with COP to ensure effective day-to-day management of Activity, to ensure deliverables are met, and support staff to adhere to plans and deadlines
  • Ensure that the Activity is implemented with a one-team approach, ensuring that all operational and programmatic coordination among partners is streamlined, consistent, and conducive to a single, coherent program
  • Liaise closely with other ongoing, relevant projects implemented in Cambodia, including USAID, other USG-sponsored activities, other international donor agencies, government agencies and ministries, private sector, and national and regional-level CSOs and NGOs.
  • Contribute to effective monitoring, evaluation, and reporting of program activities
  • Mentor and supervise technical staff in the technical activities performed under this project
  • Support with other tasks, as assigned by COP

Basic Requirements

  • Advanced degree in a relevant social science, development, administration, or other field related to the Activity scope or four years of equivalent experience.
  • At least eight years demonstrated experience in the successful implementation of international development projects in civic and youth engagement, governance, and capacity development
  • Proven knowledge of youth engagement methodologies, gender and social inclusion, disadvantaged groups in Cambodia, Cambodian civil society
  • At least three years in senior program management, including experience managing and coordinating large and diverse work groups
  • Prior experience in policy reform/implementation or in capacity development
  • Demonstrable experience with management and/or administration for USAID contracts and/or cooperative agreements
  • Demonstrated experience implementing highly adaptive programs, including developing and implementing program strategies in complex and evolving operating environments, in close coordination with multiple stakeholders, including implementing partners, civil society organizations, and funders
  • Ability to develop and maintain strong relationships with civil society partners, government institutions, and private sector partners
  • Excellent verbal and written communication skills. Must be comfortable offering professional presentations in English
  • Proven program leadership, adaptive management, project planning, organizational, interpersonal, and communication skills

Preferred Qualifications

  • Prior experience as DCOP or equivalent role in a finance and operations management function for USAID funded projects in Cambodia with budgets of at least $3M/year.
