Job Title: Deputy Chief of Party/USAID-YMELP II

Overview:

IBTCI is preparing to submit a proposal for the upcoming Yemen Monitoring, Evaluation and Learning Project II (YMELP II) solicitation. IBTCI is currently seeking a Deputy Chief of Party to support this project in Yemen that includes third party monitoring (TPM), learning, evaluations, assessments, and quantitative and qualitative research of the Bureau of Humanitarian Assistance’s portfolio in Yemen.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall technical direction to the project team on monitoring methodology and data analysis.
  • Design the technical monitoring plan, data collection tools and lead engagement with IPs, ensuring integrity of data and the overall monitoring system.
  • Manage the technical implementation of the project to ensure that the deliverables represent the outcomes of sound, ethical and verifiable data collection and analysis.
  • Serve in the capacity of the COP in the absence of the COP.
  • Other duties as assigned.

Required Knowledge, Skills and Abilities:

  • Previous experience conducting quantitative and qualitative field research in conflict zones.
  • Demonstrated experience working on programs implemented in Yemen preferred.
  • Proven ability to implement a USAID-funded program desirable.
  • Previous experience working with subcontractors.
  • Strict attention to detail.

Qualifications

Minimum Requirements:

  • At least 8 years of progressively responsible experience related to monitoring and evaluation, development, humanitarian assistance, and/or transition programs.
  • At least 2 years of experience managing teams.
  • At least 1 year of experience working in conflict zones required.
  • Demonstrated experience providing technical support to third party monitoring projects, M&E support projects and/or evaluations.
  • Excellent interpersonal, time management and communication skills required.
  • Oral and written fluency in English required. Proficiency in Arabic preferred

Education:

  • Bachelor’s degree in international affairs, social sciences or related field required. Master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Proficiency in Arabic preferred;
  • Proven ability to implement a USAID-funded program preferred;
  • Experience establishing and supporting networks preferred;
  • Previous experience working on programs implemented in Yemen is highly preferred;

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
