Summary:

ME&A is recruiting for a Deputy Chief of Party (DCOP) for an upcoming USAID-funded Monitoring, Evaluation, and Learning (MEL) contract in Guatemala. The purpose of the contract will be to serve as a central platform for ensuring that development programs funded by USAID in the country achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluation of technical services; and learning and adaptive management services. This position is full-time contingent upon a contract award.

Responsibilities:

The DCOP will assume responsibility for one or more technical elements of the MEL platform (i.e. evaluation or monitoring methodologies, data analysis). S/he will be responsible for engaging local stakeholders and oversee the recruitment and management of local partners and consultants. The DCOP will also be responsible for managing and coordinating implementation across technical units to ensure cohesion across initiatives and that deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The ideal candidate will be a dynamic individual who is effective in forging lasting relationships with senior representatives from the government, private sector, and civil society to navigate complex operating environments.

Qualifications:

  • Master’s Degree in a relevant field such as international development, project management, statistics, or economics, or another related field. A Bachelor’s degree plus additional work experience will be considered in lieu of Master’s.
  • At least seven (7) years of progressive experience managing or implementing M&E projects, large evaluations, M&E plan design, data collection, and conducting quantitative and qualitative field research, preferably with USAID-funded projects.
  • Experience designing and implementing MEL activities, including as team lead.
  • Experience working in Guatemala and/or Central America.
  • Experience in capacity development, particularly in MEL.
  • Knowledge of USAID regulations and systems, performance monitoring and evaluation guidance, evaluation policy, gender policy.
  • Experience applying evidence to help clients analyze problems, devise strategies, and design or adapt programming based on data.
  • Excellent expertise leading writing of evaluation reports that synthesizes input and triangulates data from multiple sources into a high-quality document.
  • Knowledge of and access to various stakeholder networks in Guatemala and/or Central America, including government, civil society, private sector, research institutions, indigenous populations, marginalized communities, or a demonstrated ability to forge such relationships.
  • Fluency in English and Spanish required.
