The USAID-funded Local Governance Project in Bosnia and Herzegovina, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Deputy Chief of Party – Technical (DCOP-Technical). This position will be based in Sarajevo.

The DCOP-Technical will be a key member of the senior leadership team overseeing procedural and substantive matters. The DCOP-Technical will coordinate and support technical aspects of contract management and implementation. The DCOP will be responsible for ensuring appropriate collaboration with stakeholders across objectives. This is a five-year project with the goal of supporting municipalities in enhancing their capacities to deliver transparent, efficient, and accountable public services.

Responsibilities:

*Supporting the Chief of Party in management and implementation of all program aspects and contributing to the development of technical activities and assignments.

*Driving collaboration across technical teams

*Serving as Acting Chief of Party as needed.

*Identifying issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.

Minimum Qualifications:

* Bachelor’s degree or higher in political science, public administration, law, international relations, civic engagement, or a related field;

* At least seven (7) years of experience in service delivery, decentralization, public financial management, private sector engagement, civil society mobilization, and/or institutional capacity building programs;

* Exceptional managerial skills and demonstrated experience in managing work streams of similar size and scope; USAID/USG or other donor-funded project experience preferred;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector;

* Familiarity with decentralization, service delivery, and policy and governance reform in Bosnia and Herzegovina;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;

* Proven experience navigating complex and high-pressure operating environments;

* Fluency in written and spoken Bosnian-Croatian-Serbian (BCS) and English is required.
