Management Sciences for Health (MSH) is seeking a Deputy Chief of Party (DCoP) for a potential five-year USAID project, Accelerating Elimination of Tuberculosis project in Indonesia, to help accelerate achievement toward 2030 tuberculosis (TB) elimination targets.

This position is subject to project award and funding.

OVERALL RESPONSIBILITIES:

The Deputy Chief of Party (DCoP) will be responsible for the planning, coordination, and technical direction of all activities including the work of sub-recipients in the provinces, districts and communities of the project area. The DCoP is responsible for achieving required project results through effective project planning and management, technical advising, administration and oversight, monitoring and evaluation and donor relationship management. The incumbent, in consultation with the Chief of Party (CoP), ensures a comprehensive approach to institutional development and strengthening, and provides programmatic leadership to ensure seamless planning, implementation of activities and technical support.

SPECIFIC RESPONSIBILITIES

In consultation with the Chief of Party, the DCoP will have the following roles:

Planning and project development

  • Oversee the development and implementation of program workplans and strategies for the project areas aligned with Government of Indonesia priorities.
  • Collaborate with counterparts and partner organizations in work planning and project implementation.
  • Ensure that the program achieves requisite cost share.

Project management, implementation, and delivery of technical results

  • Ensure the alignment of daily activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery.
  • Supervise and oversee Project staff in the assigned project areas, consultants and coordinate technical assistance to ensure high-quality and timely deliverables.
  • Create and implement budgets based on sound financial and accounting principles, approve expenditure of funds according to approved budgets and project needs, and see that staff are recruited and hired in accordance with local, donor and MSH requirements.
  • Maintain regular communication with MSH Headquarters as assigned by the CoP.
  • In collaboration with project finance and accounting staff, implement management systems to administer all project activities.
  • Provide technical leadership and managerial oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to regional and country specific donors, and MSH headquarters.

​Monitoring, Evaluation and Reporting

  • Oversee the development and ongoing use of a project monitoring and evaluation plan, including indicators linked to results, that meets all MSH, MoH Indonesia /NTP and USAID reporting requirements.
  • Provide appropriate leadership for timely, and accurate monitoring and evaluation of project activities and outcomes, and complete and submit project reports to meet all USAID requirements.
  • Together with the CoP and Director of Finance and Admin (DFA) work towards meeting all local financial obligations, monitor and track expenditures, and prepare regular financial reports for submission to MSH Headquarters, and USAID.
  • In consultation with MERL Director, oversee documentation of results and lessons learned from this project and the dissemination of this information within, and beyond the project, and USAID/Indonesia.

Relationship management

  • In consultation with CoP, represent the project in national and provincial meetings, other Indonesia government agencies and collaborating agencies on all technical matters related to the project.
  • Respond promptly to the CoP and other key stakeholder inquiries and concerns.
  • Maintain good working relationships with partners and of the project.

QUALIFICATIONS:

  • Masters’ Degree in Public Health or an advanced degree in a related health field from an accredited college or university. An MD degree is advantageous.
  • At least ten years’ experience in the following areas:
  • Designing and implementing TB prevention and control programs
  • Providing TB technical leadership
  • Managing similar health projects
  • Interacting with donors, implementing partners and host country government.
  • Experience managing USAID projects of a similar size.
  • At least 5 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.
  • Excellent communication, supervisory and interpersonal skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
  • Fluency in written and spoken English required. Fluency in Bahasa Indonesia is a distinct advantage.
  • Willingness to travel frequently within Indonesia for project support is required.
