Deputy Chief of Party/Technical Advisor – USAID Madagascar Rural Water, Sanitation, and Hygiene Project (Proposal)

Over the past 40 years, Medical Care Development International (MCDI) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: water, sanitation, and hygiene; malaria control; maternal, neonatal and child health; tuberculosis; HIV/AIDS; Zika; and other communicable diseases.

MCDI is seeking candidates for the Deputy Chief of Party/Senior Technical Advisor position for an anticipated rural Water, Sanitation, and Hygiene project funded by USAID in Madagascar. The primary goal of the Project is to increase access to sustainable WASH services in targeted rural areas of Madagascar.

The Deputy Chief of Party/Senior Technical Advisor would have the primary responsibility of continually improving the implementation quality of activity interventions. S/he would ensure that the activity adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout the activity implementation period. The position would also lead and oversee activity monitoring, evaluation and learning.

This is a key position on the project team and is contingent on successful award to MCDI.

Essential Job Functions: • Support the Chief of Party (COP) in developing and implementing the strategic vision for and coordination of the Project, and in ensuring the quality of processes and results of all Project activities; • Provide technical leadership and oversight to strengthen capacity for WASH service delivery; • Support capacity building technical assistance provided by the Project to national, regional and local stakeholders, including the Ministry of Water, Sanitation and Hygiene, other national and sub-national stakeholders, as well as community-based organizations; • Support the COP to facilitate the development of and maintain systems for project operations, including personnel and administrative procedures; • Work in close collaboration with the Project’s Director of Monitoring and Evaluation to ensure the quality of Project activity monitoring, evaluation and learning and knowledge management, along with the documentation of best practices; • Support the COP in the preparation of annual work plans and project management plans and reports, quarterly and annual reports, research protocols, case studies and other Project deliverables; • Supervise and mentor Project staff; • Ensure the Project has appropriate representation at high-level stakeholder meetings and national and/or regional WASH technical working groups; • Contribute to the knowledge management aspects of the Project, to include documenting project results and impacts, and dissemination of lessons learned and best practices, in various forms.

Qualifications, Skills and Experience Required: • A Master’s degree in WASH, Public Health, International Development or related degree is desirable; • At least 5 – 7 years’ experience designing and implementing WASH and/or community health and WASH/health systems strengthening Projects; • Demonstrated experience implementing and managing activity monitoring, evaluation and research activities for complex Projects in resource-constrained countries; • Demonstrated experience working with key governmental and non-governmental stakeholders in WASH to build capacities in implementing their mandated responsibilities; • Proven ability to work with government and donor agencies, stakeholders and decision makers; • Experience working with USAID and knowledge of USAID rules and regulations is preferred; • Demonstrated experience producing quality English-language communication products such as progress reports, case studies, and research protocols; • Strong management and problem solving skills; • Proficient in the use of the standard Microsoft Office package with particular experience using Words, Excel, PowerPoint and Internet Explorer; • Full professional proficiency in English and French; • Prior experience working in Madagascar is strongly preferred. Preference would be given to Malagasy nationals.
