Overview: IBTCI is preparing to submit a proposal for the upcoming USAID Sudan Monitoring Project (SMP) solicitation. We are seeking a Deputy Chief of Party for this project in Sudan that will include third party monitoring (TPM),verification, analysis, and evaluation for the Bureau for Humanitarian Assistance’s portfolio in Sudan, particularly in the South Kordofan and Blue Nile regions.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Responsible for administration and operations for the monitoring project, including personnel management. Includes managing and assisting the field monitors, and ensuring proper training.
  • Collaborate with the Chief of Party in performance management systems, financial management, and timely completion and submission of all activity deliverables.
  • Responsible for day to day supervision of staff and resources of activities under the contract. Coordinates work with local subcontractors and monitoring and evaluation staff.
  • Coordinate with local staff of USAID implementing partners, Sudanese government officials, academics, donors and other stakeholders.
  • Contribute to overseeing and coordinating the staff training and building local capacity for monitoring and evaluation staff and/or subcontractors.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • A minimum of eight (8) years of demonstrated relevant experience in management and operations in developing countries.
  • Demonstrated relevant professional work experience, preferably in Africa or non-permissive environments.
  • Demonstrated managerial and operational experience at all levels.
  • Experience supporting complex activities involving coordination with multiple program partner institutions.
  • Full professional proficiency in spoken and written English.
  • Demonstrated experience managing expatriate and local staff in humanitarian, development or transition programs in conflict zones.
  • Excellent interpersonal, time management and communication skills required.
  • Proven track record of supporting complex activities involving coordination with multiple stakeholders, especially in Sudan.
  • Exceptional written and oral communication and presentation skills.

Education:

  • An advanced university degree in International Affairs, Social Science, International Development or a related field.

Preferred Knowledge, Skills and Abilities:

  • Full professional proficiency in spoken and written Arabic is desired.
  • Demonstrated experience in managing teams remotely.
  • Knowledge of and experience in working on USAID-funded projects strongly preferred.
  • Previous work experience in Sudan (Blue Nile and South Kurdofan) or the region is desirable but not essential.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
