Program Description:

The Jordan Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Position Summary:

Creative seeks a Deputy Chief of Party – Program for the USAID/Jordan Technical Assistance Program. The project seeks to transform the organizational culture and capacity within the Government of Jordan (GoJ) to successfully implement education and youth reforms. This will include providing support to the GoJ policy reform and complementary technical assistance to relevant stakeholders on systems management; monitoring, evaluation, and learning (MEL) systems; evidence-based planning and decision -making; human resources management systems; and financial resource management that are in support of enacting policy reforms in the areas of education and youth development.

The Deputy Chief of Party (DCOP) makes programmatic decisions and manages various technical components of the program. The DCOP works closely with the Chief of Party, other program team members, and external stakeholders, to ensure the program achieves results.

Reporting and Supervision:

This position reports to the Chief of Party (COP).

Primary Responsibilities:

  • Oversee specific program aspects, including youth development programs, capacity building, communication and outreach, coordination with donor coordination units at each on MoE and MoY, and Field coordination with field directorates.
  • Coordinate the day-to-day management of technical staff in all project offices;
  • Support the COP to provide overall management and operational oversight to the program;
  • Ensure the timely preparation of required reports and deliverables, including annual workplans, quarterly, annual, and financial reports in accordance with USAID guidelines;
  • Facilitate knowledge management, communications, and information flow for program implementation;
  • Ensure project activities are meeting client expectations and that project results and accomplishments are disseminated appropriately;
  • Represent the project in local, national, and international meetings and events in the absence of the COP; and
  • Assist in the identification, recruitment, and management of consultants, and subcontractors/ sub awardees.

Required Skills and Qualifications:

  • Minimum of a master’s degree or equivalent in management, or a related social science field;
  • At least ten (10) years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this project is required;
  • At least five (5) years, included in the above, of experience working on education, youth, and/or systems strengthening programming within Jordan is required;
  • Demonstrated experience providing oversight in and knowledge of the areas of capacity building and professional development;
  • Demonstrated success in managing relationships with sub-awardees within an international consortium as well as with local government entities and stakeholders;
  • Demonstrated communication and interpersonal skills and experience in managing team of 10+ people;
  • Proficiency in English preferred and proficiency in Arabic language is highly desirable; and,
  • Previous experience with the context of the Program description required; and Jordanian nationals are highly encouraged to apply.
