Chemonics seeks a Deputy Chief of Party (DCOP) for the anticipated five year, $10-15 million USAID Advancing Youth Leadership (AYL) Activity in Cambodia. The primary purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation. The Deputy Chief of Party will be responsible for the technical and administrative leadership of the project and serves as the secondary institutional liaison with USAID. The DCOP will facilitate close collaboration and teamwork, including mentorship and development of local technical and administrative staff. This will be a local long-term key personnel position that will be based in Phnom Penh, Cambodia. Responsibilities include:

  • Day-to-day management and administration of the AYL Activity
  • Support the Chief of Party in management, and technical direction to enhance the capacity and leadership of youth, especially those from marginalized groups in Cambodia
  • Provide inputs to and review all deliverables, for quality, accuracy, and completeness in accordance with relevant contractual reporting requirements.
  • Directly supervises and contributes to successful implementation of activities designed to meet Activity objectives
  • Oversees incorporation of guiding principles into activity programming, including gender and social inclusion as well as monitoring and evaluation.
  • Build and advance productive working relationships with partners in beneficiary communities, private sector organizations, and development partners in civil society, NGOs, Government of Cambodia, and other institutions

Qualifications:

  • Minimum Bachelor’s degree in social science, law, or other related fields; graduate degree preferred.
  • A minimum of 8 years track record of progressive responsibility managing civil-society and civic engagement-related programs in the democracy and governance sector in Cambodia
  • Proven leadership in the design, management, and implementation of programs of similar scale, scope and complexity
  • Extensive experience working in youth development, civic engagement, and/or leadership training; prior experience supporting marginalized populations, specifically LGBTQI+ and indigenous, is highly preferred
  • Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team
  • Proven ability to communicate and collaborate effectively with a broad range of partners, and strong facilitation and negotiation skills.
  • Strong existing network with relevant Activity stakeholders preferred
  • Excellent and written and oral communication and presentation skills in English and Khmer required.
  • Demonstrated leadership, versatility, and integrity
