Proposal Summary:

MSI is pursuing the anticipated USAID/Lebanon’s Community Support Program (CSP) II. Working in close coordination with USAID/Lebanon, CSP II will build on current programming that has included: 1) Improving lives and reducing tensions in vulnerable communities through better service delivery and enhanced economic opportunities; 2) Mitigating sources of community tension while strengthening essential services; 3) Ensuring sustainability through targeted technical assistance and capacity building; 4) Improving employment opportunities and labor skills through partnerships and 5) Identifying, designing, and building sustainable wastewater infrastructure that mitigates pollution.

Position Summary:

The Deputy Chief of Party-Operations (DCOP-Ops), under the overall direction of the Chief of Party (COP), will oversee and manage operations for the project and will supervise and/or work in close collaboration with human resources, operations, finance, logistics, security, and procurement staff ensuring these functions align with and fully support programmatic priorities and objectives. The ideal candidate will support the COP and technical leadership to ensure that project activities are responsive to the Lebanese context and to USAID objectives for the project. This will be a full-time position based in Beirut, Lebanon. This position is contingent upon award.

Responsibilities:

Reporting to the COP, the DCOP-Ops will be responsible for day-to-day operational and administrative tasks supporting CSP II. They may also be required to serve as acting COP when needed. The DCOP-Ops typically oversees human resources, financial, security, grants and subcontracts, procurement and logistics functions.

  • Oversee all project operations, including, grants, finance, budgeting, property, logistics, procurement, and general office administration.
  • Supervise the daily financial operations of the contract, which include cash flow management; timesheet recording; reporting to USAID on the financial aspects of the project; and daily monitoring of obligations, budgets, and expenditures.
  • Ensuring that contract implementation is in accordance with USAID and MSI regulations and procedures including monitoring contract compliance and procedures and assuring fair and good practice standards, coordinating as needed with MSI’s headquarters staff.
  • Oversee grants, sub-contracts, and commodity procurement in in line with USAID regulations.
  • Ensure compliance with relevant/applicable local laws and regulations.
  • Contribute to planning, monitoring, and reporting as directed.
  • Provide capacity building and/or training to while staying apprised of the evolution of the local political, legal, and economic situation supervisees as necessary.
  • The DCOP-Ops will be expected to have a good grasp of the program’s technical and programmatic elements and must be prepared to step in as needed to support the COP and other program staff in activity development aspects of the project and on how to continuously adapt the program.
  • Serve as Acting COP in their absence, ensuring smooth and effective implementation of activities in the absence of the COP.

Qualifications:

  • A university degree (bachelor’s or higher), preferably in international relations, business administration, finance, or other relevant fields.
  • A minimum of seven years of experience in management roles in USAID or other donor funded international programs that include operations management, strategic planning, program management, resource management, finance and budgeting with at least five years of supervisory experience effectively managing diverse staff/teams. At least three years of supervisory management experience is required.
  • Experience overseeing procurements and service contracts in compliance with donor regulations, with knowledge of USAID regulations as it relates to human resources, financial management and reporting, procurement processes, and grants management.
  • Experience managing subcontracts, grants pools and/or grants under contract (GUC) is required.
  • Prior experience in the Middle East region is preferred, with experience in Lebanon strongly preferred.
  • Fluency in written and oral English is required. Preference for fluency in French and/or Arabic.
