Deputy Chief of Party Operations for ILRG (Remote-US Based)

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party, Operations of the global Integrated Land and Resource Governance (ILRG) project.

Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project staff, the Deputy Chief of Party, Operations will have primary responsibility for ensuring timely provision and delivery of all project finance, administration, procurement, and subcontracts support for the execution of the ILRG program. The Deputy Chief of Party, Operations will also manage the project’s grants under contract portfolio and contribute to technical activities. This position is a remote position.

Responsibilities:

* Ensure compliance of ILRG operations with USAID, host country, and Tetra Tech administrative policies and guidelines;

* Assist the COP and task leads in staff and consultant recruitment, hiring, and contracting;

* Manage project property in compliance with USAID and Tetra Tech Home Office guidelines and regulations, including submission of monthly and other periodic reports;

* Manage the close-out of project activities and overall project close-out;

* Provide support to project administrative and financial staff, including holding regular calls to discuss ongoing and upcoming tasks and set priorities;

* Oversee and reconcile all financial reporting to ensure compliance with USAID, Tetra Tech, and host country formats, requirements, and scheduling;

* Review monthly accounts to ensure Tetra Tech financial procedures and policies are being followed and work with country teams to address any questions or issues.

* Oversee the remaining months of the project’s grants component, including reviewing grantee milestones, processing grantee payments and any needed amendments, and supporting ILRG’s country-based teams in their management of grantees;

* Support subcontract management across the ILRG portfolio, in coordination with the CGP Manager;

* Coordinate the drafting and submission of quarterly and other periodic reporting;

Qualifications:

* Bachelor’s degree in international development, public administration, or other related field;

* Minimum 7 years of experience in project management or operations roles for complex USAID-funded programs, preferably of similar magnitude and complexity;

* Previous experience with and knowledge of USAID and USG regulations, administration, management, reporting procedures, and systems;

* Previous experience providing support and backstopping to country-based staff;

* Strong understanding of subcontract, grant, and procurement management;

* Inter-personal skills conducive to working in multiple countries, with a diverse set of actors;

* Command of MS Office Suite;

* Excellent oral and written communication skills in English; knowledge of additional languages advantageous but not required; and

* U.S. work authorization required.
