Position Summary:

DT Global is seeking a Deputy Chief of Party – Operations (DCOP-Ops) to oversee operational implementation of USAID’s upcoming Green Recovery Investment Platform (GRIP) Global project, based out of Washington, DC. GRIP aims to mobilize increased finance for climate mitigation and adaptation interventions, leading to system changes and long-lasting impacts.

The DCOP – Operations will be responsible for day-to-day oversight and management of global operations staff in collaboration with the project’s head office, as well as ensuring donor reporting, management and implementation of project operations, under guidance from the Chief of Party (COP). In addition, the DCOP-Ops will supervise and collaborate closely with the Finance and Contracts Team. The DCOP – Ops will have demonstrated ability to work in complex environments and manage diverse teams, with a demonstrated commitment to quality, compliance and timeliness. The DCOP-Ops must possess the intellectual, communications, leadership, and managerial skills necessary to develop, articulate and assist implementation of the program, and must be based in Washington, DC for the duration of the project. The DCOP-Ops will report to the Chief of Party (COP).

Primary Responsibilities:

· Oversee the day to day operations and administration of both the project’s head office in DC office and all field office(s). These functional units include finance, administration, operations, procurement, contractual and regulation compliance, and human resources.

· Supervise all operations, finance, procurement, and administrative staff.

· Apply extensive knowledge of USAID regulations and compliance, and build capacity of project staff, and partners, when needed, in systems and processes required to adhere to USAID regulations and requirements.

· Coordinate closely with the DT Global’s headquarters-based Program Management Unit (PMU) to ensure project objectives and requirements are compliant and on time.

· Investigate and identify new ways of achieving project efficiencies, throughout the life of the project.

· Encourage mentorship and capacity building of staff; conduct operational trainings and refreshers as needed throughout the life of the project.

· Ensure staff operate in accordance with the Office Procurement Manual, Recruitment Manual, and the Employee Handbook.

· Ensure transparency in contractual reporting, financial reporting, procurements, hiring, and all other aspects of the project.

Minimum Qualifications

· S/he has at least ten (10) years of related project management experience.

· Master’s degree or equivalent professional experience required in economics, management, public policy and administration, finance, development administration or any related field.

· Fluency in USAID’s policies and procedures concerning human resources, financial management, financial reporting, procurement processes, systems, and grant management.

· Experience with grants or small grants under contract programs strongly preferred.

· Personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot.

· Demonstrated leadership, flexibility, and resourcefulness in a fast-paced environment
