CARE seeks a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Jordan Youth Grow program. This project will: 1) increase youth access to high-quality career planning information and livelihood opportunities, 2) strengthen youth leadership through targeted support of local youth-led and youth-serving organizations, and 3) strengthen government systems to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development (PYD).
The Deputy Chief of Party will be responsible for overseeing project technical teams and implementation activity. They will work closely with the COP to define a clear vision and technical direction for the project, manage activities to achieve that vision and liaise with government of Jordan, partners, and the youth community.
This position is pending donor approval and funding. Jordanian national candidates are encouraged to apply.

Specific duties and responsibilities:
- Support the COP in day-to-day program management and serve as the Acting COP in the COP’s absence.
- Provide day-to-day senior technical direction and coordination across all youth engagement, community engagement, livelihoods development, entrepreneurship, access-to-finance, gender/GESI, and other technical activities.
- Facilitate effective and timely communication and coordination among technical staff and with other project senior leadership regarding all Youth Connect technical programming in support of timely, responsive and optimal technical activities.
- Work in collaboration with the MELD (Monitoring, Evaluation, and Learning Director), DCOP – Operations, and Security team for seamless project implementation.
- Interface with both USAID and other counterparts regarding the overall direction of the project.
- Establish and maintain cooperative relationships with key stakeholders, including government counterparts, grantees, private sector, and implementing partners.
- Manage, supervise, and mentor project technical staff across the country.
- Coordinate regularly with the COP on technical management and decision-making.
Qualifications:
- Master’s degree in economic development, international relations, public administration, business, or a related area, with 8+ years of relevant experience or, a bachelor’s degree and 10+ years of experience.
- Deep technical experience in youth-focused economic development, empowerment, youth civic engagement, and/or youth employment in Jordan utilizing Positive Youth Development principles.
- 5+ years’ experience working in a management capacity on USAID development projects and knowledge of USAID rules and regulations.
- Demonstrated commitment to principles of Gender Equity and Diversity, as evidenced in previous management positions and programming. Strong understanding of gender dynamics in Jordan or similar context.
- Experience with programming that integrates gender equality and women’s empowerment, youth empowerment, life skill building and youth networks.
- Demonstrated ability to be collaborative, creative, and innovative.
- Proven leadership skills and demonstrated experience recruiting, developing, and managing local and international staff and consultants.
- Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Experience working in the region is strongly preferred.
- Fluency in written and spoken English and Arabic.
- Ability to travel to project areas as required.
