Chemonics seeks a Deputy Chief of Party – Implementation (DCOP-Implementation) is responsible for assisting the Chief of Party and Deputy Chief of Party – Legal with the development, implementation, and monitoring and evaluation of program activities and interventions of the Justice for All Activity (J4A). They will support the chief of party in overseeing technical activities, managing the project’s local staff, representing J4A to USAID, maintaining two-way communication throughout the project with the client, project office, home office, and other relevant project partners. This position will be based in Kyiv, Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Supports the chief of party in overseeing the quality, cost effectiveness, and timeliness of
    implementation to ensure that J4A meets its objectives and results
  • Supports the chief of party in developing and implementing technical activities across each objective, providing guidance on activities design, management and monitoring and evaluation, as directed by the chief of party
  • Leads project work regarding construction, renovation, rehabilitation of justice sector facilities and buildings
  • Ensures that all activities maximize gender and social inclusion
  • Contributes to collaboration, learning and adaptation efforts with the leadership team to ensure progress and achievement of desired results and impact
  • Represents J4A to key public and private sector stakeholders and beneficiaries, and to
    USAID or other donors as delegated by the chief of party
  • Oversees daily work of project teams in conjunction with the project leadership and as directed by the chief of party
  • Supports project communications, including regular reporting to USAID Ukraine and DC on programmatic impact
  • Identifies challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develops strategies to solve these problems, and works with the chief of party, USAID, and partners to install and implement these strategies
  • Directly supervises and provides regular and constructive feedback to project staff

Qualifications:

  • Degree in law, public policy, international development, or related field; master’s or law degree preferred
  • Minimum 5 years of progressively responsible experience in managing large-scale, complex, international development assistance programs, experience with USAID activities highly preferred
  • Possess a comprehensive understanding of USAID rules and regulations for project implementation, experience with construction preferred
  • Demonstrated supervisory experience with hybrid teams.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively.
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements.
  • Strong analytical skills and demonstrated ability to solve complex problems.
  • Fluency in English required, proficiency in Ukrainian is preferred
  • Demonstrated leadership, versatility, and integrity
