Scope of Work

Integrity is looking for a dynamic and ambitious Deputy Chief of Party for the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) Monitoring Humanitarian Assistance Programming in Burma (MHAPB) Task Order. This activity will provide independent, verifiable primary data to USAID’s Bureau for Humanitarian Assistance (BHA) and its partners regarding the outputs, outcomes, progress, quality, challenges, successes and lessons learned from activities funded by BHA in Burma.

The DCOP will provide the overall technical direction to our team on monitoring methodology and data analysis. She or he will be responsible for the technical design of the monitoring plan, data collection tools, leading engagement with implementing partners (IPs), and ensuring integrity of data and the overall monitoring system. The DCOP will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.

We anticipate this to be a Yangon-based, full-time position. The expected period of performance is an estimated three years to cover the duration of the program, which is one base year with two one-year option years. Please be advised that the position is dependent on contract award.

Pr­oject Background – USAID MHAPB

Since 2017 BHA has provided over $176 million in humanitarian assistance to respond to the crisis in Burma. Ongoing violence, economic instability, political crises, and the adverse socioeconomic effects of COVID-19 have created a protracted complex humanitarian emergency. Further, on February 1, 2021 the military-staged coup d’etat against Burma’s civilian government in which soldiers detained senior civilian government officials and announced a one-year state of emergency. Since then, clashes between Burma’s military forces, ethnic armed organizations, and other local non-state armed groups across Burma have escalated, resulting in increased displacement and a significant increase in humanitarian needs. For context in 2022, the Humanitarian Response Plan (HRP) requests approximately $826 million to provide life-saving assistance to 6.2 million people, a staggering increase from last year’s HRP which requested $276 million to assist approximately 1 million people.

BHA desires to promote local capacity to monitor, evaluate and learn in this fragile context. The information and findings from the third-party monitoring will be critical in ensuring safeguarding of resources, as well as learning and accountability, which will be useful for real-time programmatic adjustments and improving program accountability to both beneficiaries and taxpayers.

The following objectives must be achieved:

  1. Establish a process to collect, synthesize, and analyze various data concerning BHA-funded programs.
  2. Enhance BHA’s knowledge and oversight of ongoing programs through sharing of impartial, primary data
  3. Support BHA’s implementing partners’ monitoring and oversight of ongoing programs via coordination and sharing of impartial, primary data
  4. Expand BHA’s understanding of ongoing challenges and potential changes to Burma’s context with additional data and analysis

Your Experience and Expertise

We are looking for a wide range of experience in supporting the delivery of technically sound monitoring and verification of humanitarian activities. In particular, the DCOP will have the following qualifications.

  1. The DCOP must have at least 8 years of progressively responsible experience related to monitoring and evaluation and a Bachelor’s degree in international affairs, a social science, or a related field OR at least 4 years of progressively responsible experience and a Master’s degree in international affairs, social science, or a related field.
  2. If the individual has 8 of experience, the DCOP must have at least 5 years of experience managing teams and at least 2 years of experience working on complex humanitarian emergencies.
  3. For those with 4 years of experience, the DCOP must have at least 3 years of experience managing teams and at least 2 years of experience working on complex humanitarian emergencies.
  4. The DCOP must have previous experience providing technical support to TPM projects, M&E support projects, or evaluations.
  5. The DCOP must have previous experience designing and/or facilitating staff trainings and/or experience supporting capacity building projects in a humanitarian, development, or transition context.
  6. The DCOP should have previous experience conducting quantitative and qualitative field research in conflict zones and/or complex humanitarian emergencies.
  7. Previous experience working on programs implemented in Burma is highly desirable.
  8. Previous experience working in sensitive contexts where an understanding of gender and social inclusion and familiarity with or experience in Protection programming including work responding to gender-based violence.

Languages:

  • The DCOP must have excellent oral and written communication skills in English and Burmese and/or other languages spoken in Burma.
