Chemonics seeks a Deputy Chief of Party (DCOP) for the ongoing USAID Advancing Universal Health Coverage (AUHC) project in Bangladesh. The project aims to improve health and human capital in Bangladesh by developing a sustainable, gender-sensitive, and pro-poor social enterprise the Surjer Hashi Network (SHN) to advance progress toward universal health coverage. The project is now in its sixth and final year of implementation.

The Deputy Chief of Party will manage finance, compliance, HR, and overall operations of the project. In particular, this role will be instrumental to coordination and management of a quarterly verification and validation process for milestones achieved by SHN.

Responsibilities:

  • Ensure proper administration of the program through the supervision of the project finance, grants, procurement, and administrations teams
  • When required, provide finance and administrative technical assistance to the Surjer Hashi Network (SHN), and other AUHC grantees and subcontractors
  • Oversee quarterly verification and validation process for milestones under the SHN subcontract, in coordination with subcontractor firms
  • Support elaboration of project deliverables, including quarterly, annual, and final reports
  • Track and report quarterly on project financial management indicators
  • Support chief of party to implement and maintain key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
  • Monitor operational systems and policies across the AUHC project
  • Ensure compliance with U.S. Government regulations, Chemonics corporate policies, the laws of the Government of Bangladesh
  • Plan and implement project closeout activities, with focus on activities related to grants, subcontracts, finance, and HR
  • Serve as acting chief of party fully delegated responsibility and decision-making for technical and administrative project implementation and management as directed
  • Other duties as assigned

Qualifications:

  • A Masters degree in Finance, Management, International Development or relevant experience to supplement; Bachelors Degree required

  • 5-8 years experience managing a development project with a minimum of 2 years experience as either a DCOP, Finance and Operations Director, PMU director or manager on a USAID-funded project

  • Strong preference will be given to those candidates that have USAID contract experience

  • Knowledge of US Government financial, procurement, grants, and compliance regulations. Prior closeout experience preferred

  • A proven track record simultaneously managing project teams in a way that provides the requisite oversight yet empowers staff to solve their own problems, make their own decisions, and establishes trust

  • Demonstrated ability to work independently with minimal day to day direction

  • Ability to communicate verbally and in writing in English

  • Demonstrated leadership, versatility, and integrity
