SoCha currently supports multiple foreign assistance interventions across Asia and Africa.

Background SoCha LLC is preparing a response to provide Third Party Monitoring services to USAID in Myanmar. The purpose is to provide independent, verifiable primary data to USAID’s Bureau for Humanitarian Assistance (BHA) and its partners regarding the outputs, outcomes, progress, quality, challenges, successes and lessons learned from activities funded by BHA in Myanmar.

SoCha is seeking a full-time, qualified individual to fill the role of Deputy Chief of Party (DCOP). The DCOP position will be full-time, based in Yangon or Chiang Mai (still to be determined) and is contingent on funding.

Scope of Work The DCOP must provide the overall technical direction to the Contractor’s team on monitoring methodology and data analysis. S/he will be responsible for the technical design of the monitoring plan, data collection tools, leading engagement with implementing partners (IPs), and ensuring integrity of data and the overall monitoring system. The DCOP will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.

Required Skills, Education, and Experience

  • A Bachelor’s degree with 8+ years of experience. Higher level degree with fewer years of experience will be considered.
  • Relevant experience providing technical support to TPM projects, M&E support projects, or evaluations.
  • Experience designing and/or facilitating staff trainings and/or experience supporting capacity building projects in a humanitarian, development, or transition context.
  • Experience conducting quantitative and qualitative field research in conflict zones and/or complex humanitarian emergencies.
  • Experience working in sensitive contexts where an understanding of gender and social inclusion and familiarity with or experience in Protection programming including work responding to gender-based violence.
  • Strong analytic, interpersonal and team management skills.
  • Previous experience working on programs implemented in Myanmar is highly desirable.
