Job Title: Deputy Chief of Party

Department/Location: Amman, Jordan

Reports To: Chief of Party

Type: Regular Full-Time

Classification: Managerial, exempt-level position

Overview: IBTCI is currently seeking a Deputy Chief of Party to support a monitoring and evaluation project in Yemen that includes third party monitoring (TPM), assessments and quantitative and qualitative research. The period of performance is through the end of January 2023 with the possibility of extension.
Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall technical direction to the project team on monitoring methodology and data analysis.
  • Design the technical monitoring plan, data collection tools and lead engagement with IPs, ensuring integrity of data and the overall monitoring system.
  • Manage the technical implementation of the project to ensure that the deliverables represent the outcomes of sound, ethical and verifiable data collection and analysis.
  • Serve in the capacity of the COP in the absence of the COP.
  • Other duties as assigned.
    Qualifications

Minimum Requirements:

  • At least 10 years of total relevant work experience.
  • At least 5 years of progressively responsible experience related to monitoring and evaluation, development, humanitarian assistance, and/or transition programs.
  • At least 2 years of experience managing teams.
  • At least 1 year of experience working in conflict zones required.
  • Demonstrated experience providing technical support to third party monitoring projects, M&E support projects and/or evaluations.
  • Previous experience conducting quantitative and qualitative field research in conflict zones.
  • Previous experience working with sub-contractors.
  • Excellent interpersonal, time management and communication skills require.
  • Strict attention to detail.
  • Oral and written fluency in English required.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education: Bachelor’s degree in international affairs, social sciences or related field required.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated experience working on programs implemented in Yemen preferred.
  • Proven ability to implement a USAID-funded program desirable.
  • Master’s degree preferred.
  • Proficiency in another language preferred.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
