Project Summary:

The Sustainable Economic Territorial Transformation (SETT) project in Colombia will support licit and sustainable economic opportunities and investment in a targeted geography to foster equitable and environmentally sustainable growth, development, and peace implementation. The anticipated project objectives are to 1) increase licit and sustainable economic opportunities through local business and value chain development, 2) improve local economic competitiveness through public and private investment in goods and services, and 3) increase community engagement in local development through improved CBO performance.

Position Summary:

Creative Associates is seeking a Deputy Chief of Party (DCOP) for the upcoming USAID (United States Agency for International Development) funded Colombia SETT opportunity. S/he will be responsible for day-to-day oversight and management of all operations staff in collaboration with technical backstops at the headquarters level and ensuring donor reporting and management and implementation of project operations under guidance from the Chief of Party (COP). The DCOP will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact. The DCOP must possess the intellectual, communications, leadership, and managerial skills necessary to develop, articulate and assist implementation of the program, and must be based in Bogotá, Colombia for the duration of the project.

Primary Responsibilities:

  • Lead and supervise teams for the efficient planning, coordination, development, implementation, and tracking of activities.

  • Work with senior staff for the successful implementation of program deliverables.

  • Provide expert input into work planning, activities, and initiatives.

  • Work closely with COP on the management of overall communication with subcontractors as required.

  • Collaborate with a range of partners, including but not limited to USAID, international donors, implementing partners, and inter-agency initiatives.

  • Perform other duties as required or assigned by the Chief of Party (COP).

Required Skills & Qualifications:

  • Experience working on a regional development project with activities occurring in multiple geographic areas simultaneously.

  • Experience working in economic and/or agricultural public and private sector investments in infrastructure, digital connectivity, and other public goods and services in Colombia.

  • Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity.

  • Experience in the following areas of expertise: agriculture, economic development, and leveraging private and public sector investments in target communities and/or conflict-affected regions.

  • Demonstrated strategic thinking, leadership and planning, management, and presentation skills.

  • Excellent communications and interpersonal skills.

  • Strong supervision skills, managing teams.

  • Written and oral proficiency in English and Spanish required.

  • Experience expanding access to finance in fragile and conflict-affected settings preferred.
    Experience working in Colombia preferred.

  • Experience working for large donor organizations such as USAID preferred.

  • Knowledge of USAID policies, procedures, and reporting requirements preferred.
