POSITION SUMMARY:

The Deputy Chief of Party (DCOP) will provide strategic technical leadership to ensure a holistic technical approach to strengthen global health security with the One Health approach. The DCOP will also provide guidance and coordination with other technical staff to ensure programs are cohesive and on track. S/he will play a lead role in documenting innovations and best practices and share lessons as well as lead on other LME efforts. S/he shall focus on technical and clinical implementation of the project.

This position is contingent on funding.

PRINCIPAL RESPONSIBILITIES:

  • Provide direct technical oversight and support to program activities under the project’s key technical areas.
  • Ensure that activity components are results-oriented, that deliverables are high quality, and that reporting is relevant and timely. The DCOP must focus on achieving results in all areas on schedule and ensuring synergies and cohesion between the various result areas.
  • Assist program teams to develop and implement innovative approaches to capacity building.
  • Provide guidance and technical support to the Chief of Party on issues related to the technical areas/functions and to ensure that all activities are consistent with accepted best practices.
  • Direct and lead collaboration with technical leads to ensure a cohesive and integrated approach across all project activities.
  • Together with the COP, serves as a senior manager to ensure activities are in compliance with USAID rules and regulations and activities meet program targets. Supporting the COP in maintaining and monitoring project plans, project schedules, work hours, budgets and expenditures.
  • Ensuring projects adhere to frameworks and all documentation is maintained appropriately for each project
  • Ensure programs adhere to national or internationally accepted public health service delivery norms and standards
  • Provide administrative, implementation planning and budgetary oversight processes
  • Ensure the coherence and consistency of activities; serve as main interlocutor to USAID
  • Lead the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as ensure the confidentiality of sensitive information.
  • Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization’s Code of Conduct, ethics, respect to internal and external stakeholders.
  • Work with the highest level of integrity.
  • Participate in the selection processes for vacancies in his/her area, as well as in processes in related areas by reviewing applicants for the position, pre-selecting profiles and participating in technical interviews in order to ensure the selection of the right people for the organization.
  • Work communicative and cooperative manner with the regional team, as well as with the HQ.
  • Ensure all other processes and functions inherent to their position or additional requirements are met.

MINIMUM QUALIFICATIONS:

  • A degree in Medicine (MD) or Veterinary Medicine (DVM) or Health Sciences and a master’s or doctorate degree in public health, epidemiology or relevant technical field and at least ten years of progressively responsible experience in One Health, Animal Health, Public Health, epidemiology or other related field.
  • At least 10 years of demonstrated experience in managing operational, management and administration duties for the U.S. Government-funded projects or other internationally funded programs.
  • Previous Deputy Chief of Party or Senior Management experiences in health security or public health surveillance, antimicrobial resistance or health workforce development or related field in Guatemala or similar context.
  • Strong communication skills, including interpersonal, presentation, written and oral English to fulfill the diverse technical, and managerial requirements of the activity and to coordinate effectively with a wide range of stakeholders. strong analytical skills, knowledge in monitoring and evaluation methodologies, and experience in analysis reporting and best practices in data dissemination in resource challenged settings. Demonstrated ability to engage different sectors (public health, animal health and environment), identify and solve problems, and coordinate activities across the different sectors to lead the activity goal and objectives successfully.
  • Fluency of Spanish and English in reading/writing/speaking (Level IV) is required:
    1. Able to use the language fluently and accurately on all levels normally pertinent to professional needs to:
    2. speak effortlessly and smoothly,
    3. perform extensive, sophisticated language tasks, including tasks which do not bear directly on a professional specialty,
    4. read “beyond the lines”,
    5. read and understand the intent of writers’ use of nuance and subtlety,
    6. discern relationships among sophisticated written materials in the context of broad experience,
    7. follow unpredictable turns of thought readily in editorial texts in any subject area directed to the general reader,
    8. recognize all professionally relevant vocabulary known to the educated non-professional native, although may have some difficulty with slang,
    9. read reasonably legible handwriting without difficulty.
