Chemonics

Chemonics seeks a Deputy Chief of Party (DCOP) for the USAID Democratic Governance East Activity in Ukraine. DG East provides technical support promoting good governance, accelerating economic growth, advancing anti-corruption efforts, and strengthening an inclusive civic identity in Ukraine. DG East is responding to the ongoing war within the framework of its programmatic objectives by adjusting and re-designing key ongoing activities, launching new war response humanitarian activities, pre-positioning to engage partners and counterparts to rebuild local government services, and aiming to restore the social fabric of communities during the post-war period. The DCOP will be based in Kyiv, Ukraine.

The DCOP is responsible for technical activities and communications excellence, including activity design and work planning, contract deliverables, communication with USAID, and activities implementation administration and compliance. The DCOP ensures that program implementation is in accordance with contract requirements and impact indicators, USAID regulations and procedures, and the approved annual implementation plan. The DCOP provides overall leadership of activity implementation and reporting and promotes capacity building of project staff in support of DG East project objectives. Responsibilities include:

  • Oversee all written deliverables, including project scheduled and ad-hoc reporting, technical deliverables, and communications with USAID and external parties.
  • Supervise activities development in accordance with the objectives of the prime contract, monitoring, evaluation, and learning plan, annual and/or semi-annual implementation plan, and ongoing needs and requirements.
  • Oversee and ensure smooth processes and effective implementation, of grants, subcontracts, and procurement.
  • Support the COP in providing oversight of and resolving complex issues in contract operations.
  • Support technical implementation by working closely with regional directors and technical specialists to maintain good communications and momentum related to programmatic aspects of the project and to ensure compliance with Chemonics’ business code of ethics and USAID policies and regulations.
  • Supervise the communications director and procurement director.
  • Oversee staff development and capacity building, including overseeing continuous training and development of staff, both on the job and continuous learning education, as appropriate.
  • Serve as liaison with both USAID and Chemonics home office support departments and perform other duties as assigned.
  • In the absence of the COP, the DCOP will serve as Acting COP as needed.

Qualifications:

  • Advanced degree in public administration, public policy, international development, or other related fields; or an undergraduate degree and USAID field experience.
  • Experience in the successful implementation of international development activities, with preference given to community development, civic engagement, local governance, and post-conflict activities.
  • Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations, and other donors.
  • Three years of experience managing grants, subcontracts, and procurements with strong understanding of relevant USAID regulations and Chemonics’ policies and procedures.
  • Excellent writing skills, with experience in preparing USAID technical deliverables, reports, and success and impact stories.
  • Demonstrated supervisory experience and strong leadership capabilities, including organizational and problem-solving skills, with a demonstrated ability to manage, train, and build the capacity of staff.
  • Demonstrated leadership, versatility, and integrity
  • Previous experience working in Ukraine and/or Eastern Europe preferred.
  • Excellent knowledge of written and spoken English required; fluency in Ukrainian and/or Russian preferred.
