IRC is seeking a Deputy Chief of Party (DCOP) for a 4-year project in Pakistan. The Program aims to promote participatory governance, stability, and climate resilient development of the Water sector in Pakistan.

The DCOP will have primary responsibility to assist the Chief of Party (COP) in providing overall project leadership, management, and provide technical direction to achieve project objectives. He/she will lead the project’s technical team and be the primary program/technical focal point among senior management. They will work closely with the COP to provide project updates to USAID, discuss strategies, obstacles, performance plans, and monitoring and evaluation. The DCOP will also work in close coordination with IRC Pakistan country program, regional, and HQ leadership to ensure that the project is also compliant with IRC policies and principles. This position is contingent on the IRC being awarded funding and is anticipated to begin in September 2024.

Job Responsibilities:

The Deputy Chief of Party will be the overall technical lead of the project assisting the COP in delivering against program

objectives. The role’s responsibilities include the following:

• Lead the program team to develop and implement program strategy to improve water governance at national provincial and local levels and improve water governance and management situation in the country to be more resilient to climate change.

• Plan, design and implement all activities and interventions to improve water systems and water resources management, strengthening adaption practices of vulnerable communities, in accordance with the workplan agreed with USAID.

• Provide overall guidance, advice and support to all program/technical staff on the project to implement all activities as planned and agreed with the donor

• Plan, design and deliver Technical Assistance & Capacity Development of relevant government institutions and stakeholders

• Design and implement interventions to engage the private sector to achieve sustainability

• Establish close working relationships with stakeholders from public and private sectors encouraging cross-learning, dialogue and resource mobilization.

• Ensure gender, equity, and social inclusion are integrated within management of the project and implementation of climate resilience, water security, water governance, and capacity building interventions.

• Manage the consortium and ensure optimal utilization of all available resources

• Represent the activity in meetings with USAID, development partners, regional and local institutional counterparts, government representatives, and local stakeholders, where needed

• Travel as required to project site and stakeholder facilities.

Requirements:

• Advanced degree (master’s or doctorate) preferred in water resources, natural resource management, environmental science, international development, or a related field.

• 8-10 years of senior management experience with USAID or other similar donor programs or related organizations.

• Prior experience as a DCOP, Senior Program Manager, Technical Lead on climate resilient and/or water resource management related programs will be preferred.

• Experience of engaging with host-county governments and counterparts, non-governmental organizations (NGOs), donor agencies, and other stakeholders in Pakistan.

• Ability to always demonstrate the highest level of ethical standards.

• Working knowledge of basic computer programs, including MS Office Suite.

• Fluency in English (verbal and written) required.

• Ability to travel up to 50% to field sites, as necessary across Pakistan.
