Chemonics seeks a Deputy Chief of Party for the USAID’s Ethiopia Transitional Justice and Rule of Law Activity. The activity seeks to facilitate a more comprehensive and inclusive Transitional Justice process that will help Ethiopia to move forward by addressing past grievances and building the ground for reconciliation and lasting peace, while also strengthening and supporting relevant rule of law, democratic, and human rights institutions. The project has an anticipated value of $18 million USD and will provide technical support to relevant government institutions and CSOs to realize transitional justice mechanisms by improving public participation and legal empowerment to inform, shape, and oversee transitional justice and related rule of law policy making and implementation; strengthening the effectiveness of transitional justice and related mechanisms to holistically address atrocities and conflict-related gross violations of human rights; enhancing the quality and accessibility of legal services; and strengthening the justice administration’s independence, professionalism, and efficiency.

Responsibilities:

  • The deputy chief of party (DCOP) is second-in-command to the chief of party (COP) and assists with the overall supervision and leadership of the project. The DCOP will provide technical expertise to Ethiopia Transitional Justice and Rule of Law, perform tasks the COP delegates, and fulfill the COP’s duties in their absence. This is a long-term position based in Addis Ababa, Ethiopia.
  • Contribute to the technical and operational implementation of the activity, as well as reporting to USAID on activity progress.
  • Contribute to program work planning, performance management, and strategic communications.
  • Help build and maintain productive working relationships with counterpart institutions and leadership.
  • Directly communicate with senior officials at counterparts in regional and federal government as well as with CSOs and local partners.
  • With the chief of party, work directly with designated officials at program counterparts to implement and monitor approved activities, including providing technical support to counterparts and measuring activity performance.
  • Serve as immediate manager of technical staff working on national level activities.
  • Provide technical guidance and information to Ethiopia Transitional Justice and Rule of Law staff.
  • Contribute to program reporting, including weekly, quarterly, and technical reports.
  • Serve as acting chief of party during the chief of party’s absence from the project.

Qualifications:

  • Advanced degree in relevant field; J.D. or advanced degree in law preferred.
  • Minimum eight years’ experience managing programs with similar scopes.
  • Proven leadership and stakeholder management skills.
  • In-depth working knowledge and ability to work effectively with senior government and judiciary officials, including at the Ministry of Justice, Supreme Court, Attorney General’s Offices, and Legal Audits and Inspections Directorate.
  • Record of designing, managing, implementing, and monitoring and evaluating complex donor-supported projects.
  • Demonstrated experience promoting access to justice for vulnerable and under-served populations, including but not limited to women, children, and minority communities.
  • Proven staff management experience with demonstrated ability to lead a team with diverse technical backgrounds.
  • Strong interpersonal and communication skills, including the ability to communicate clearly and concisely both orally and in writing.
  • Fluency in English required; ability to communicate in Amharic preferred.

Reporting:

The deputy chief of party will report directly to the chief of party, or their designee.

Location/Duration of Assignment:

This long-term assignment will take place in Ethiopia and is anticipated to extend through the life of this 5-year project. The deputy chief of party will work from Addis Ababa.
