The Carter Center seeks an experienced professional for an anticipated bilateral donor-funded project to expand women’s access to information.

This position requires fluent Bangla, professional-level English, and the ability to freely work and travel throughout Bangladesh.

Deputy Chief of Party

Duties

The DCOP, as supervised by the Chief of Party, will lead the implementation of assigned aspects of the project, ensuring that the administrative, operational, and logistical management leads to the achievement of the project’s objectives/results. Along with the COP, the position will be responsible for the acquisition and supervision of the activity’s financial, technical, MEL, and human resources.

The DCOP will be part of the senior management team that oversees the effective coordination of activities with local partners and interactions with public officials and international organizations.

This role will ensure implementation is in accordance with donor regulations, liaising regularly with staff, sub-grantees, and implementers as required.

Minimum Qualifications

  • Five (5) or more years of progressively responsible supervisory experience, including performance management of professional staff and consultants on multi-year donor-funded projects
  • Master’s degree or higher in social sciences (Behavioral Economics, Public Administration, Law, Education) or a relevant related field.
  • Previous experience overseeing contracts and grants for programs funded by a bilateral or multi-lateral donor.
  • Demonstrable understanding of policies and procedures regarding civil society strengthening, organizational development, and localization.
  • Proven track record of meeting targets and deadlines in international donor-funded programs focused on civil society, social accountability, or governance.
  • Demonstrated ability to cultivate and coordinate effective working relationships with government, civil society, academia, and private sector stakeholders.
  • Previous experience working in a research consortium or as a lead researcher in an academic setting
