Position Summary.

Relief International (RI) and its implementing partner aim to strengthen the overall health system in northwest Syria by supporting health facilities to provide lifesaving health and nutrition services to vulnerable communities. The interventions will be guided by a robust monitoring framework built on RI and its implementing partner experience operating in the Syrian context, leveraging each organization’s operational presence and networks to deliver essential services to conflict-affected communities through a coordinated and integrated approach. In addition to specialized protection services by RI that will be offered through 4 women and girls’ safe spaces (WGSS), including gender-based violence (GBV) case management, psychosocial support, life skills, and outreach activities. The DCoP is key position of the PHAST Consortium Management Unit (CMU) and will directly report to the CoP. He/she will support the CoP in leading the coordination between PHAST partners (RI, SAMS, IDA, NSPPL and UOSSM) to ensure project implementation and all project deliverables are met and delivered in a timely and efficient manner in line with the project proposal in close coordination with the RI NWS hub leadership, SAMS counterparts and RI’s Amman-based technical team.

ESSENTIAL RESPONSIBILITIES AND DUTIES

DCoP Key functions are:

  • Support the COP in providing strategic guidance, leadership, management, and general technical oversight of the entire project, with a strong focus on achieving PHAST III defined results.
  • Support the CoP at the hub level management in the decision-making process/support needed towards the implementation and leadership of PHAST III to ensure that the team members are equally contributing to and are working towards the strategic focus of the program in a satisfactory manner.
  • Directly supervise the work of the PHAST Finance Manager, and ensures collaboration/coordination linkages with existing CMU structures are maintained.
  • Provide operational input derived from PHAST partners to the CoP in order to develop and regularly review the PHAST II Strategy in line with evolving needs, operational context and technical practices.
  • Ensure constructive and structured communication between Key focal points between RI, SAMS, IDA, NSPPL and UOSSM (ensuring well-established coordination platforms for Finance, HR, Operations, Security and Compliance)
  • Provide oversight and direction to the implementation of the PHAST III activities from an operational perspective and propose corrective action plans to resolve implementation bottlenecks communicated through the coordination bodies and by providing input to the CoP to inform other formal processes for changes in the program such as grant modifications/realignments.
  • Assist in the development of new proposals and develop funding opportunities in line with the PHAST members Strategy.
  • In coordination with the Syria grants manager, input from SAMS, IDA, NSPPL and UOSSM, support the development of and management of local/sub-agreements.
  • In coordination with the grants focal point points of RI, SAMS, IDA, NSPPL and UOSSM, support the CoP in leading grants management coordination functions for PHAST III such as grant opening meeting/kick off meeting, grant review meetings, mid-year reviews/reflection as well as the closing out processes including lesson learned sessions in coordination and participation of the key staff/departments from RI, SAMS, IDA, NSPPL and UOSSM implementing partner;
  • Support and coordinate review of the consortium’s performance in terms of budget spending, compliance reviews/checks, etc. including RI’s partner(s).
  • Monitor and improve sub-grantees’ compliance with donor and RI requirements, and communicate specific compliance requirements to both RI and its partner(s) on timely manner;
  • Monitor sub-grantees’ expenditures and conduct variance analysis in collaboration with Program, operations and Finance teams;
  • Work closely with the procurement departments (RI, SAMS, IDA, NSPPL and UOSSM) to ensure compliance with grants procurement guidelines.
  • Support the CoP in reviewing donor reports (monthly, semi-annual, final reports and ad hoc reports) with focus on the support functions part of all RI, SAMS, IDA, NSPPL and UOSSM (consolidated reports) prior to sharing with Amman-based grants manager.
  • Support the development and monitoring of a capacity building plan for SAMS, IDA, NSPPL and UOSSM in collaboration with the relevant staff based on the OCA findings and gaps identified through the implementation phase/coordination platforms.
  • Conduct capacity building activities for partners, including training workshops and one-on-one mentoring of key staff, on donor rules and regulations/local regulations, and compliance monitoring procedures and documentation to ensure RI, SAMS, IDA, NSPPL and UOSSM are audit ready.
  • Support the CoP in assessing PHAST III grant risks and designing risk mitigation measures, and ensure that the grant partners identify and manage attendant risks proactively, mitigating actions are tracked for closure, and that the high-level risks are incorporated in the grant risk register.
  • As advised by Amman-based finance and grant units, overseeing tracking and recording of Grant and Donor audits’ schedules and ensure audits are done within agreed timelines, donor requirements and reports issued to the donors within stipulated time.
  • Ensure that findings and recommendations from audits and various donor accountability mechanisms are acted upon in a timely and effective manner in consultation with relevant support departments/teams of both RI, SAMS, IDA, NSPPL and UOSSM.
  • Coordinate with Enhanced Due Diligence focal points in RI to ensure that screening is done for all the project stakeholders to determine an individual or entity is not named on a restricted, denied, debarred, designated, or blocked party list.
  • Support the development, piloting, implementation, and assessment of partnership management standard operating procedures (SOPs) of support functions for RI, SAMS, IDA, NSPPL and UOSSM;
  • In coordination with grants focal points of RI, SAMS, IDA, NSPPL and UOSSM, support in the development and roll out of other tools and resources needed to effectively manage partnerships;
  • Improve partnership practices by periodically assessing RI’s partnership management approach taking into account diverse perspectives (all RI’s, SAMS, IDA, NSPPL and UOSSM), developing case studies to capture lessons learned and best practices, and making recommendations for improvement.
  • In the event of a competitive selection of implementing partners, support RI’s grants and operations department in leading the call for proposals and partner selection processes.
  • Deputize the CoP in both internal and external meetings when needed/requested or when CoP is on leave.

QUALIFICATIONS & SKILLS REQUIREMENTS

  • Master’s degree in social sciences, public health, management, business administration, or a related field with at least 8 years’ work experience;
  • Demonstrated professional experience in lead management implementing health and Protection response programs in a conflict setting (Syrian context)
  • Good analytical and problem-solving skills
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Strong English skills, speaking, reading, writing is required;
  • Excellent time management skills;
