HEI/SBH is seeking a Deputy Chief of Party (DCOP)/Technical Director for an anticipated five-year USAID-funded health service delivery project in Haiti. The scope of the project is to expand access to and availability of sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, family planning, HIV, and tuberculosis health care and water, sanitation, and hygiene services in Haiti.

The activity will have 3 key objectives:

  1. Improve outcomes in sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, healthcare and water, sanitation and hygiene services through the provision of quality service delivery;
  2. Provide comprehensive HIV services to achieve epidemic control; and
  3. Improve the quality of care, responsiveness to epidemic shocks, community empowerment, data for results and resource optimization to create resilient health systems.

The DCOP will assist the Chief of Party (COP) in managing and supporting the implementation of all program activities to meet program objectives. They will contribute to planning activities and will closely monitor their implementation and performance. The successful candidate will be a creative problem solver who is willing to innovate.

Roles and Responsibilities:

  • Report the project COP. In the COP’s absence, the DCOP may serve as Acting COP;
  • Oversee day-to-day management of activity operations and ensure appropriate risk management. Serve as activity leader in the absence of the COP;
  • Provide periodic reports/presentations/updates on field programs;
  • Facilitate and nurture excellent relations with partners, providing technical guidance and oversight for optimal participation and efficient use of project resources and technical expertise;
  • Oversee capacity development; provide technical, administrative, and financial support;
  • Work collaboratively with Finance and Operations team to ensure successful implementation of field programs;
  • Oversee and conduct team planning meetings and participatory assessments;
  • Ensure timely, high-quality development of work plans that meet established guidelines and corporate quality standards. Monitor implementation through regular meetings with COP, and other leadership to identify and address implementation challenges and field requests for assistance;
  • Travel as needed to activity sites design work plans, monitor implementation, and report on activities;
  • Provide technical direction, management, staffing allocation, and leadership across all areas of the program;
  • Supervise staff at HQ and in the field, and work collaboratively with all levels of staff on the activity; and
  • Additional responsibilities as assigned as business needs evolve.

Expected Qualifications

  • A master’s degree or higher, ideally in administration or related area;
  • Experience working in the health sector and successfully managing a fast paced, multi-disciplinary team to achieve results;
  • At least five years of demonstrated experience in managing similar-sized international donor support programs with leadership-level skills in strategic planning, management, innovation, supervision, creative problem-solving, collaboration, and budgeting in Haiti;
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level, ensuring all parties understand and support a common vision;
  • Strong oral and written communications skills to fulfill the diverse technical and managerial requirements of the program; and
  • Required fluency in English and French; working knowledge of Haitian Creole is highly desired.
