Context:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 172 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”.

Under the direct supervision of the Chief of Mission (CoM) and in collaboration with relevant Units at the Regional Office (RO) for Southern Africa and at Headquarters (HQ), the Deputy Chief of Mission (DCoM) will support the CoM in ensuring coherence between IOM Mozambique Programmes and the support services, while also overseeing the migration management, peace, and development programming as well as the programme support functions. The selected candidate will ensure that programmes are implemented in an effective and efficient manner, in line with IOM Mozambique’s overall strategy and with the Government of Mozambique, donors, and beneficiaries’ expectations.

Core Functions / Responsibilities:

  1. In coordination with the CoM, represent the CO, promoting IOM activities with the national authorities, diplomatic corps, governmental and private donors, Non-Governmental Organizations (NGOs), and other partners in Mozambique and the Region.

  2. Represent IOM at United Nations (UN) fora, and related sub-working groups, to ensure the extent possible alignment between the work of IOM Mozambique.

  3. Oversee the formulation of Country Strategies, policies and approaches across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs, in close coordination with the Programme Support Unit (PSU).

  4. Work closely with the CoM, Heads of Sub-Offices, the Emergency Response Coordinator and Programme Managers to enhance inter-unit collaboration and coordination, to maximize efficiencies and efficacy within the Country Office programming to ensure, that all IOM Mozambique programmes work towards common goals and a consistent and coherent strategy.

  5. Coordinate IOM Mozambique’s inputs into multi-agency strategy and operational frameworks such as the UN Sustainable Development Cooperation Framework and other relevant frameworks, position papers, workplans and other strategic documents.

  6. In close coordination with the Resources Management Unit (RMU), Programme Support Unit and respective Programmes Managers, ensure compliance of all projects with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.

  7. Coordinate operations to ensure implementation of the humanitarian, development and peacebuilding nexus to ensure timely, effective, and efficient programming delivery, ensuring through sound leadership, supervision and monitoring those blockages, disruptions and delays are avoided in order to achieve program results.

  8. Provide overall leadership, guidance, and direction for the development of appropriate risk informed operating strategies, day-to-day programme implementation, continuous monitoring, and regular reporting by provincial/field offices.

  9. Coordinate, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility.

  10. Contribute to the development of strong donor contacts and relations, monitoring, updating programme funding priorities across the migration management spectrum and provide support to the CoM in fund raising activities.

  11. Monitor developments at the international, national, regional, and provincial levels. Initiate new approaches and develop methodologies to best meet goals and objectives. Contribute to building the capacities of IOM staff in the thematic areas through on-the-job mentoring and training opportunities.

  12. Formally deputize for the CoM on an ongoing basis and exercising mission, staff, and financial management responsibility in Mozambique, including chairing the Senior Management Team in the absence of the CoM as well as chairing the Programme Management Team meetings on a regular basis.

  13. Ensure IOM participation in appropriate policy and operational UNCT inter-agency mechanisms and engage with UN agencies in the development and implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF).

  14. Co-Chair the UN Network on Migration (UNNM), and coordinate with UNCT and UNNM members the implementation and review processes of the migration-relevant Sustainable Development Goals (SDGs), Global Compact for Migration, the UN Network on Migration and International Migration Review Forum related activities as these processes move forward.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Human Rights, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• At least seven years of progressively responsible experience in international emergency, peacebuilding and/or development work, extensively involved in project design, coordination, management or implementation at national, regional and/or international levels;

• Experience coordinating and liaising with government agencies, UN agencies, civil society organizations, and donors;

• Sound understanding of the Humanitarian architecture as well as the UN DevelopmentCoordination system;

• Experience in working along the Humanitarian-Development-Peace Nexus (HDPN);

• Proven management capability and experience;

• Previous experience working with IOM in the SADC region is an advantage.

Skills

• Excellent project management skills, including knowledge of IOM administrative and financial procedures and budget monitoring;

• Good liaison and negotiation skills;

• Knowledge of the cluster systems, various steps of project cycle and coordination with different donors, local authorities, beneficiaries and other stakeholders;

• Ability to supervise, motivate and coach/direct staff;

• Ability to work with autonomy;

• Ability to negotiate and resolve operational problems;

• Excellent level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.
