Overview of position:

  • Somalia is entering a consequential timeframe where movement on key political, development & security objectives is critical to deepening stability & progress. The President will prioritize a national policy agenda to progress the peace & stability of the country, requiring a more holistic approach to address key issues around inclusive politics, including constitution, federalism, security & fiscal policy. To achieve this, the President will need a team of Advisors that can translate high level policy goals into appropriate mechanisms & processes to tangibly improve the lives of Somalis.

The Deputy Chief & Stabilization & International Development Policy Advisor will:

  • Support the Chief of the Policy unit in overall management of the Advisors.
  • Advise on the development of a strategy for the President’s engagement in high level development dialogue with international partners.
  • Provide advisory support to key government institutions in developing aid architecture principles.
  • Represent the Office of the President in intergovernmental consultations on stabilization strategies.
  • Advise on policy development related to financial governance processes & strengthening meritocracy within the government.
  • Contribute to the development & implementation of Somalia’s foreign policy strategy.
  • Support the Office of the President in coordinating the national level dialogue on political agreements.
  • Translate the political outcomes of these high level discussions into technical options that can be implemented.
  • Troubleshoot as needed to address bottlenecks to progress.

Project reporting:

  • This role reports to the Project Manager.

Key competencies:

  • Master’s Degree in International Development, Political Science, Public Administration, or related field.
  • At least 7 years of progressive experience in policy making, international development, or stabilization work.
  • Previous experience in a government advisory role is desirable.
  • Ability to analyze the organization’s strategic direction & develop operational initiatives that align with this direction. Demonstrates understanding of the impact of varying external environments on the organization.
  • Ability to promote a learning environment that encourages knowledge sharing, mentoring, constructive feedback & team interaction. Skilled at creating opportunities for personal and professional growth.
  • Proven ability to build diverse networks of partners & stakeholders to pursue opportunities that align with the organization’s objectives. Demonstrates diplomatic acumen & strong negotiation skills.
  • Capability to generate innovative ideas, learn from external best practices & promote their implementation within the organization. Promotes a culture of creativity & exploration.
  • The advisor will work closely with the Chief of Staff & National Security Advisor on the President’s inclusive politics policy goals & liaise with relevant ministries and the Office of Prime Minister.
