Context:

The Department of Policy and Research (DPR) coordinates and spearheads IOM’s work in the areas of migration policy, law and research, and international migration law, as well as supporting knowledge management, and encouraging learning and innovation, to contribute to good migration governance. This is achieved by fostering and strengthening the interlinkages between, and promoting systemic approaches to, institutional policy coordination and development, migration research, knowledge creation and management, innovation and learning across the Organization, as well as delivery of advice to and enhancing the capacity of internal and external stakeholders on migration policy, research and international migration law.

Under the direct supervision of the Director, Department of Policy and Research, the Departmental Support and Coordination Officer will contribute to the design of the IOM strategic policy, research, and analysis in the field of migration drawing on the knowledge and perspectives from across the Organization, and will provide technical inputs and support to help further strengthen institutional capacity related to policy, research, international migration law, knowledge management and innovation.

Core Functions / Responsibilities:

  1. Support departmental work planning and reporting, in close coordination with the relevant units and divisions, to facilitate the alignment of the work of the department with institutional priorities and the objectives set out in IOM’s strategic plan.
  2. Support departmental budget planning, monitoring, and reporting in close coordination with the other units of the department, and provide information and recommendations on budgeting issues.
  3. Provide technical and administrative support to the Director of the Department with liaison activities and the maintenance of relations with other Departments in Headquarters, Regional, and Country Offices, particularly with respect to the work of the department on migration policy, research, knowledge management, and international migration law.
  4. Assist in the coordination and preparation of the DPR’s input into broader institutional strategic planning processes in close cooperation with relevant units/departments as well as in the monitoring, evaluation, and communication of the relevant results and targets.
  5. Research, compile input, and draft portions of policy and position papers, talking points, briefing notes, presentations, and other documents for internal and external use on key migration issues, and provide technical or process-related input for documents prepared by other departments and field offices.
  6. Provide supervision and guidance to the administrative assistant(s).
  7. Organize and support the delivery of internal and external meetings and events including the preparation of agendas, background documents, and meeting reports/notes for the file.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Political Science, International Relations, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or, • University Degree in the above fields with four years of relevant professional experience.

Experience

  • Experience supporting and working with cross-functional teams in a dynamic multicultural environment;
  • Experience in government engagement and liaison, and in supporting interstate cooperation on migration and migration governance a strong advantage;
  • Experience in institutional policy and strategy development; and,
  • Experience organizing meetings and events is desirable.

Skills

  • Proven analytical skills, both qualitative and quantitative;
  • First-rate drafting skills, primarily in English, with demonstrated ability to write clearly, succinctly and in a manner that appeals to a wide audience;
  • Strategic thinking, including demonstrated ability to effectively synthesize information, organize ideas, and place them in a wider organizational context;
  • Proven organizational skills, including the ability to prioritize and manage simultaneous critical tasks;
  • Excellent relationship-building skills and ability to drive consensus among diverse stakeholders with tact and discretion;
  • Understanding of migration issues, trends, and policies;
  • Maturity of judgment to ensure appropriate handling of sensitive issues;
  • High sense of responsibility and motivation; and,
  • IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint, as well as experience with virtual co-working tools.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish and another UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
