Summary

The Technical Lead for Social and Behavior Change (SBC) will provide technical leadership for the SBC and community engagement component supporting a multi-year, USAID-funded program in Egypt. The program will be focused on improving the quality of Family Planning/Reproductive Health (FP/RH) service delivery through increasing demand for voluntary contraceptive use. This program will prioritize adolescents and youth, and will engage the private sector to improve FP/RH access. The position will provide specialized SBC and community engagement expertise to staff and partners and will directly liaise with USAID, GOE and the Ministry of Health and Population (MOHP). The candidate for this position will be a key member of the Senior Project Management Team.

What You’ll Be Doing (Essential Duties)

Strategy Planning and Development

  • Leads SBC formative research design, SBC related monitoring, evaluation, and learning efforts,
  • Leads design and implementation planning of SBC and community engagement strategy and components in collaboration with relevant stakeholders
  • Leads development of SBC materials and activity design and testing together with partners, including content, design and testing of digital, mobile and mass media programming

Program Execution and Management

  • Provides senior level, direct technical leadership and assistance to project team in SBC and community engagement, including community health worker training, provider behavior change and for adolescents and youth,
  • Leads and oversees the effective planning and implementation of program objectives, ensuring high quality and timely deliverables at all levels;
  • Leads community engagement and effective mobilization focused on addressing barriers to FP/RH service uptake including for adolescents and youth
  • Leads workshops, training and other capacity building activities to build local and national SBC and community health capacity.
  • Documents SBC and community mobilization approaches, successes and challenges to support programmatic and sector-wide learning.
  • Provides leadership as SBC budget holder on in collaboration with awards management team, and provides inputs on workplan budgets, forecasts, realignments etc.
  • Performs other tasks as may be required of the program

Coordination and Collaboration

  • Fosters and maintains close collaboration and consultation with relevant Government of Egypt departments and representatives
  • Coordinates and liaises with consortium partners to meet program needs
  • Select and supervise technical deliverables of private sector agencies and consultants for materials development and production
  • Fosters and maintains effective, professional relationships with a broad range of community, public, and private sector counterparts
  • Travel as needed between program work sites in the targeted project regions

Policies and Procedures

  • Ensures mainstreaming of SC Child Safeguarding policy in all the program activities and adhere to other SCI policies and procedures;

Required Qualifications

  • Minimum of Master’s degree or equivalent in Public Health/Health Promotion, Mass Communication, Behavioral Science, , Health Sciences, community development or other related fields;

  • At least 7 to 10 years of relevant technical experience in SBC program design, management, supervisory, and working in complex development programs related to FP/RH that are of similar scope and scale;

  • Demonstrated abilities and experience in effective and participatory development of large-scale SBC strategy and materials; development and implementation of community engagement strategies; participatory formative research and training facilitation; development and use of digital technologies for SBC;

  • Experience working with adolescents and youth to increase demand for FP/RH required; experience with multi-sectoral adolescent and youth efforts preferred;

  • Experience in working in FP/RH, including with community health workers and private sector engagement;

  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team; situations, including under limitations determined by project work plans or donor regulations;

  • Demonstrated problem-solving skills, collaboration experience (including with line ministries), creativity and willingness to innovate;

  • Proven capacity in building and effectively supervising a diverse team;

  • Familiarity with and understanding of USAID regulations, policies and procedures ;

  • Fluent oral and strong written English and Arabic communication skills required;

  • Strong skills in program documentation and report writing;
